City Council Workshop
Councilmembers Present: Dick Butner, Randy Tendering, Marilyn Oertle, Debora Nelson, Chris Raezer,
Jan Schuette, and Jesica Stickles

Mayor Tolbert called the meeting to order at 7:00 p.m.
Chris Raezer moved to approve the agenda; Marilyn Oertle seconded the motion, which passed with a
unanimous vote.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
Briefing on Oso Slide
Tom Miner, with National Urban Search and Rescue provided an update on the Oso Mudslide and
answered council questions
Interlocal Agreement with Snohomish County Department of Emergency Management
Assistant City Administrator Kristin Banfield spoke to the proposed Interlocal Agreement including
changes for 2014 Council questions and comments followed
Interlocal with Community Transit for Art at Smokey Point Transit Center
Recreation Manager Sarah Lopez spoke to the proposed Interlocal Agreement between the City of
Arlington and Community Transit for the commissioning of art for the new Community Transit Transfer
Center in Smokey Point The process was reviewed with council; questions and comments followed
Surplus Items from Public Works Maintenance & Operations
Community and Economic Development Director Paul Ellis reviewed the four items to be sent to surplus
from City inventory and which will be auctioned at a later date. The items are no longer in service and will
not be replaced Paul answered council questions throughout the discussion.
Sign Code Update
City Planner Troy Davis spoke to the proposed updates to the Sign Code which is a complete revision to
the City's current sign regulations Troy and Paul Ellis answered council questions throughout the
discussion.
Ordinance to Extend Impact Fee Waiver for Business Change of Use
Paul Ellis spoke to the proposed ordinance which extends the City's Ordinance 2012-0006 from April 2,
2012 suspending transportation impact fees and utility connection charges created when a commercial
building changes use Council comments followed

Katy Isaksen Task order for the Financial Portion of the Water/Sewer Comprehensive Plans
Public Works Director Jim Kelly spoke to the proposal to add two task orders under the current
Professional Services Agreement with Katy Isaksen & Associates to provide a financing planning and
analysis for the Water and Sewer Comprehensive Plans that will be updated in 2014. Jim answered
council questions during the discussion.
Smokey Point Boulevard Low Impact Drainage Design Project, Professional Service Agreement
with Herrera
Storm Water & Natural Resources Manager Bill Blake provided a briefing on the project and proposal for
the City to enter into a Professional Services Agreement with Herrera Environmental to perform a Low
Impact Drainage (LID) design for Smokey Point Boulevard between 188'h Ave NE and SR 530. Troy
Davis discussed how it relates to the West Arlington Plan Discussion followed
Authority to Bid Backwash to the Wetland Project
Jim Kelly provided a history on the project and spoke to the request to advertise construction of the Water
Treatment Plant Backwash to Wetland Project Jim answered council questions throughout the
discussion.
2014 Storm Water Manaqement Plan Annual Update
Bill Blake provided an update on the 2014 Storm Water Management Plan Council questions and
comments followed
Miscellaneous Council Items
Councilmember Oertle stated the tree art would be installed on June 17�h with a dedication on June 20th at
6:00 pm She also commented on the 671h Ave Trail and inquired as to whether there would be a grand
opening
Public Comment
Sarah Arney acknowledged the City's contribution to art along 67th Avenue and encouraged the City to
support the art at the Community Transit Station. She also stated there is currently a call for art and she
reminded council of the Arlington High School Jazz concert on May 315i at 7:30 pm.
