HomeMy WebLinkAboutSigned Minutes 05-05-14Minutes of the Arlington City Council Meeting Council Chambers 110 East Third May 5, 2014 City Council Members Present by Roll Call: Dick Butner, Jan Schuette, Marilyn Oertle, Chris Raezer, Debora Nelson, Jesica Stickles, and Randy Tendering Council Members Absent: None City Staff Present: Allen Johnson, Kristin Banfield, Paul Ellis, Jim Chase, Jim Kelly, Eric Scott, Monica Schlagel, Maxine Jenft, Roxanne Guenzler, and Steve Peiffle — City Attorney Also Known to be Present: Mike Hopson, Sarah Arney, John Meno Mayor Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed. APPROVAL OF THE AGENDA Chris Raezer moved to approve the Agenda Marilyn Oertle seconded the motion which passed with a unanimous vote INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS PROCLAMATIONS Commander Brian DeWitt addressed the proclamation for Police Week. Councilmember Stickles read the full proclamation proclaiming May 11 - May 17, 2014 as Police Week. The proclamation further calls upon all citizens of Arlington to observe Thursday, May 15, 2014, as Peace Officers Memorial Day in honor of those peace officers who, through their courageous deeds, have lost their lives or have become disabled in the performance of duty. PUBLIC COMMENT Arlington Girl Scout Troop 42168 is working on their "Bronze Award" and wanted to identify ways to help the community. The Girl Scout Troop requested permission to place a bench in one of the parks in memoriam of the Oso slide victims Kari Ilonummi voiced his concerns regarding taxes and citizens keeping their homes due to delinquent taxes. CONSENT AGENDA Chris Raezer moved and Randy Tendering seconded the motion to approve the Consent Agenda which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the April 21 and 28, 2014 Council meetings Page 1 of 3 Minutes of the City of Arlington City Council Meeting May 5, 2014 2 Accounts Payable: EFT Payments & Claims Checks #81734 through #81811 dated April 22, 2014 through May 5, 2014 in the amount of $1,026,201 44 Payroll: EFT Payments and Payroll Checks #28020 through #28106 for the period April 1, 2014 through April 30, 2014 for $1,270,875.47 PUBLIC HEARIN None NEW BUSINESS Reappointment of Members to City Boards and Commissions Assistant City Administrator Kristin Banfield spoke to Council regarding the recommendation to re -appoint several board and commissioner members Chris Raezer moved and Marilyn Oertle seconded the motion to re -appoint Mike Hopson and Ruth Gonzales to the Airport Commission, and to authorize the Mayor to re -appoint all of the Board and Commission members as presented The motion was approved by a unanimous vote Resolution Authorizing Surplus of the Bystrom House Burn Road Reservoir, and Utilities Equipment and Vehicles Public Works Director Jim Kelly addressed the proposed resolution authorizing surplus of certain property and equipment Dick Butner moved and Marilyn Oertle seconded the motion to approve the proposed resolution declaring the Bystrom house and outbuilding, the Burn Road Reservoir and certain vehicles and equipment as surplus and authorize staff to dispose of the surplused vehicles and equipment at market rates The motion was approved by a unanimous vote Authority to Advertise to Bid 2014 Utility Improvement Project Jim Kelly addressed the proposed 2014 Utility Improvement Project for public bid. Comments and discussion followed. Dick Butner moved and Jan Schuette seconded the motion to grant staff the authority to go to bid on the 2014 Utility Improvement Project, pending final review by the City Attorney and the TBD Board The motion was approved by a unanimous vote. Resolution to Adopt the Revised Financial Policies Finance Director Jim Chase spoke to the revised financial policies requesting council approval Chris Raezer moved and Marilyn Oertle seconded the motion to approve the proposed resolution adopting the revised City financial policies The motion was approved by a unanimous vote Resolution to Participate in the Local Government Investment Pool Jim Chase spoke to the proposed authorization to participate in the Local Government Investment Pool Chris Raezer moved and Debora Nelson seconded the motion to approve the proposed resolution authorizing the City's participation in the Local Government Investment Pool. The motion was approved by a unanimous vote. Page 2 of 3 Minutes of the City of Arlington City Council Meeting May 5, 2014 Resolution for Repayment of the Interfund Loans to EMS Fund Jim Chase spoke to the authorization to repay the Short Term Interfund Loans to the Emergency Medical Services Fund Chris Raezer moved and Jessica Stickles seconded the motion to adopt the proposed resolution authorizing the repayment of the Short Term Interfund loans to the Emergency Medical Services Fund The motion was approved by a unanimous vote ADMINISTRATOR & STAFF REPORTS None COUNCIL MEMBER REPORTS and MAYOR'S REPORT Randy Tendering, Jesica Stickles, Debora Nelson, Chris Raezer, Marilyn Oertle and Jan Schuette gave brief reports while Dick Butner had nothing to report at this time. Mayor Tolbert thanked the Girl Scout Troop for their desire to memorialize the Oso slide victims. EXECUTIVE SESSION Counsel Peiffle announced there would be no need for an Executive Session.
