Councilmembers Present: Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer,
Jan Schuette, and Jesica Stickles
Staff Present: Allen Johnson, Kristin Banfield, Paul Ellis, Bill Blake, Monica Schlagel, Maxine Jenft,
Deana Dean, and City Attorney Steve Peiffle.

Mayor Tolbert called the meeting to order at 7:00 p.m.
Chris Raezer moved to approve the agenda; Marilyn Oertle seconded the motion, which passed with a
unanimous vote.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
Arlington/Marysville Manufacturing Industrial Center
Community & Economic Development Director Paul Ellis provided an update on the Arlington/Marysville
Manufacturing Industrial Center by PowerPoint presentation. Paul answered council questions
throughout the presentation.
Professional Services Agreement with Shockey Planning Group for Comprehensive Plan
Consulting
Paul Ellis spoke to the proposed professional service agreement with Shockey Planning Group to assist
in the development of the Comprehensive Plan Updates not to exceed $30,000.00. The plan update
includes public outreach and interaction with the City Council, Planning Commission and staff, to develop
new or updated sections of the plan to reflect the goals of Arlington. Paul answered council questions
throughout the discussion.
Riverfront Master Plan Adoption
Stormwater & Natural Resources Manager Bill Blake spoke to the request to adopt the Riverfront Master
Plan to allow the city to move forward on a grant request to the Recreation and Conservation Office for
improvements to Haller Park and Country Charm Park and Conservation Area. Council comments
followed.
Affordable Housinq Interlocal Agreement
Paul Ellis spoke to the request to approve the interlocal agreement with The Alliance for Affordable
Housing which allows for cities to work collaboratively on affordable housing options. Paul reviewed the
PowerPoint presentation "Snohomish County Tomorrow." Council comments and questions followed.

Dedication of rights of way from Best Western
Paul Ellis spoke to the Rpht of Way Dedication by Best Western for 173rd Street. This sixty (60) foot right
of way will run from 173rStreet from Smokey Point Boulevard east connecting to the Urgent Care Clinic.
Paul provided some history and answered council questions.
Amendment No. 1 to the Interlocal Agreement with Snohomish County for the joint operation and
maintenance of Twin Rivers Park
Assistant City Administrator Kristin Banfield spoke to the renewal of the interlocal agreement with
Snohomish County for the joint operation and maintenance of Twin Rivers Park. This amendment
extends the agreement through May 9, 2018 and clarifies that the City is insured through Washington
Cities Insurance Authority. The amendment does not require additional insured endorsement for the
County. Kristin and City Administrator Allen Johnson answered council questions throughout the
discussion.
