City Council Members Present by Roll Call: Dick Butner, Jan Schuette, Marilyn Oertle, Chris Raezer,
Debora Nelson, Jesica Stickles, and Randy Tendering
Council Members Absent: None
City Staff Present: Allen Johnson, Kristin Banfield, Paul Ellis, Bruce Stedman, Bill Blake, Jim Kelly, Dale
Carman, Kurt Patterson, Tim Mensonides, Brian Fritts and Roxanne Guenzler,
Also Known to be Present: Sarah Arney, Kirk Boxleitner, Dawn Patterson and Mike Hopson
Mayor Barbara Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed.
APPROVAL OF THE AGENDA
Chris Raezer moved to approve the Agenda. Marilyn Oertle seconded the motion which passed with a
unanimous vote.
INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS
City employees Kurt Patterson, Brian Fritts, Tim Mensonides and Jay Downing (not in attendance) were
presented Safety Academy Award by AWC Worker's Compensation Retrospective Rating Program
representative Brian Bishop. The award is given to city employees who attended RETRO safety academy
trainings. It was noted that Arlington had the fastest graduating class since the commencement of the
academy.
PROCLAMATIONS
None
PUBLIC COMMENT
There was no one in the audience who wished to speak to matters not on the Agenda.
CONSENT AGENDA
Chris Raezer moved and Marilyn Oertle seconded the motion to approve the Consent Agenda which was
unanimously carried to approve the following Consent Agenda items:
1. Minutes of the February 18 and 24, 2014 Council meetings
2. Accounts Payable: EFT Payments and Claims Checks #81279 through #81401 dated February 19,
2014 through March 3, 2014 for $529,695.50
3. Payroll: EFT Payments and Payroll Checks #27987 through #28004 for the period February 1, 2014
through February 28, 2014 for $1,154,118.27
NEW BUSINESS
Short Term Interfund Loan for EMS
Finance Director Jim Chase addressed the need for an Interfund Loan to the EMS Fund and requested
council approval.

Councilmember Chris Raezer moved and Marilyn Oertle seconded the motion to authorize Finance
Director Jim Chase to make a short term interfund loan to the EMS Fund from the Growth Fund in the
amount of $22,256 and direct him to bring forth a resolution to the City Council when the loan can be
repaid. The motion was passed with a unanimous vote.
Interlocal Agreement with Snohomish County for Fire Investigation Services
Fire Chief Bruce Stedman spoke to the proposed Interlocal Agreement between the City of Arlington and
Snohomish County concerning provisions of fire investigation services. Questions and comments
followed.
Councilmember Jesica Stickles moved and Randy Tendering seconded the motion to approve the
Interlocal Agreement with Snohomish County for Fire Investigation Services and authorize the Mayor to
sign it. The motion was passed with a unanimous vote.
Interlocal Agreement with SNOPAC for Managed Laptop Program
Bruce Stedman spoke to the proposed interlocal agreement with SNOPAC. Questions and comments
followed.
Councilmember Jesica Stickles moved and Randy Tendering seconded the motion to approve the
interlocal agreement with SNOPAC for the Managed Laptop Program and authorize the Mayor to sign it.
The motion was passed with a unanimous vote.
ADMINISTRATOR & STAFF REPORTS
Stormwater Supervisor Bill Blake outlined the 2013 Annual Report for the Tree Management Program.
COUNCIL MEMBER REPORTS and MAYOR'S REPORT
Jan Schuette, Marilyn Oertle, Debora Nelson, Randy Tendering, Jesica Stickles and Chris Raezer gave
brief reports, while Dick Butner had nothing to report at this time.
Mayor Tolbert gave brief report on WSDOT - Highway 531.
EXECUTIVE SESSION
None
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 7:42 p.m.
