JOINT MEETING MINUTES
Monday, September 29, 2014, 6:30 p.m.
Arlington City Council Chambers
The Cascade Valley Hospital Board of Commissioners, the Arlington City Council, and the
Arlington Public Schools Board of Directors held a joint meeting on September 29, 2014 at
Arlington City Council Chambers, 110 E. Third St., Arlington, WA, to discuss matters of mutual
interest.
The City of Arlington hosted, and Arlington Mayor called the meeting to order at 6:30 p.m.
Mayor Tolbert welcomed all who were present.

GENERAL UPDATES
Cascade Valley Hospital — Mr. Clark Jones, CVH Administrator
Mr. Jones reviewed the affiliation activities involving Cascade Valley Hospital, Skagit
Hospital and Island Hospital. The history of the affiliation efforts of the three hospitals
were reviewed, detailing the public process and the request for proposals. In summer
2013, Cascade Valley had started full affiliation discussions with Peace Health and
Skagit Valley Hospital desired a more joint operation venture with Peace Health. Island
Hospital had previously decided to not pursue affiliation. He noted that Cascade Valley
had reached a full agreement with Peace Health in the spring, but some abrupt
management changes by Peace Health resulted in the termination of the tentative
agreement on July 15, 2014.
Cascade Valley will continue to operate independently while the Hospital Board reviews
options. The reasons for affiliation are still valid. Cascade Valley is financially very
strong with both volumes and revenues ticking up. In follow up to a question, Mr. Jones
shared that the University of Washington has indeed strengthened their relationship with
both Cascade Valley Hospital and Skagit Valley Hospital over the last year, especially
with their presence at the Cascade Skagit Regional Health Alliance in Smokey Point. Mr.
Jones has received phone calls from all three other parties that had responded to the
request for proposals process.
City of Arlington = Mr. Allen -Johnson, City Administrator
Mr. Johnson introduced Community & Economic Development Director Paul Ellis to
review the City's leadership plan for 2015 and beyond. Mr. Ellis reviewed a PowerPoint
presentation outlining the staffing changes that would be occurring upon Mr. Johnson's
retirement from public service at the end of December.
Mr. Johnson expressed his deep appreciation to the Arlington community and the great
teamwork between the City, the School District, and the Hospital that has benefitted the
community so greatly.
Arlington Public Schools — Dr. Kristine McDuffy, Superintendent
Dr. McDuf -y began with a few updates and an invitation. She noted her pride in the
amount of completed projects that the three agencies have actively partnered on. A
number of significant improvements were made to Arlington schools over the summer
including a new roof at Post Middle School, a new roof on the gym and relocation of a
dust collector system at Haller Middle School, and the installation of a new turf field at
AHS Larson Stadium. The new turf was funded in part from a $200,000 grant from the

NFL. ESPN provided $25,000 for other stadium improvements. The new turf will make
the stadium available on a more frequent basis for community use.
The District has undertaken a massive project to develop and implement a technology
plan that is focused on providing the essential equipment and software to our students and
teachers. Over the summer, upgrades were made to IT infrastructure, hardware, and
software, which was a large investment and major progress for everyone.
Dr. McDuffy discussed one of the District's most significant challenges, the loss of the
No Child Left Behind waiver at the state level. She remarked that it has been difficult
going back to the old system and trying to explain the progress that has been made over
the years. Arlington Schools are demonstrating measureable results at all grade levels.
Mr. Logan discussed the upcoming transportation levy on the General Election ballot to
purchase 26 new school buses. The levy is to provide the safest vehicles for students that
reduce maintenance costs and are better for the environment.
Dr. McDuffy announced the upcoming Know your Schools event on 10/9 from 11:30 to

School Resource Officer — Dr. Kristine McDuffy, Superintendent, Bruce Stedman, Public
Safety Director
Public Safety Director Bruce Stedman began the discussion about the School Resource Officer
position by -noting that it makes a measurable difference to all of our kids to have the SRO. It
works to improve relationships between teens and police while reducing crime within juvenile
age group. Bruce noted that the city and school district are in the process of revising the
Interlocal Agreement for the School Resource Officer position that is already in place. The
revisions include a different calculation for cost sharing, an increased focus on presence at the
schools on a daily basis, and improving drug awareness education at the early age. The new
school resource officer was selected to coincide with the start of the school year. Mr. Alan
Boatman participated in the department's selection process. Ultimately, Officer Stephanie
Ambrose was selected as the SRO for the next four years.
Dr. McDuffy stated she was excited to have Officer Ambrose on board. She reminded the boards
that while the SRO has an office at Arlington High School, the SRO covers all schools in the
district. She mentioned that school safety protocols are all over the map throughout the nation,
but the model we have here in Arlington, with a dedicated officer present at the schools in
partnership with the City is the best model.

City of Arlington Comprehensive Plan — Paul Ellis,_ Community & Economic Development
Director
Community and Economic Development Director Paul Ellis presented a brief PowerPoint on the
City's update of the Comprehensive Plan, which must be done no later than June 2015. The City
Council will see the final draft in April 2015 for approval. The City's Comprehensive Plan is the
guiding document for what we want to be when we "grow up". The Update currently underway
is required by state law (the Growth Management Act) and must comply with certain regulations
and meet 2035 population estimates as provided by the County. Based on the County's
projections, by 2035 Arlington should have 24,937 in population and need 9,634 housing units,
an increase of 2,713 housing units. Mr. Ellis noted that employment growing rapidly now.
Arlington is pushing 11,000 jobs within the city limits. Our jobs to household ratio is 1.8 now
and is projected to be 2.2 by 2035.
In response to a question, Mr. Ellis also noted that the City does not yet know what is going in to
the vacated Haggen building.
Mr. McClure inquired about how the projected population numbers were arrived at. Mr. Ellis
shared that Snohomish County raised each city by a percentage, which may or may not be the
best way to do this.
CPS - Family Assessment Response (FAR) — Katharine Shiner, FAR Implementation
Lead, Department of Social & Health Services
Ms. Shiner shared information regarding a new alternative program to work with families
intensively for 45 days for cases of low/moderate level of child abuse / neglect. She noted that
66% of the screening intakes received at the Smokey Point DSHS office would have been
referred to the new FAR program. The program will go live for our area in January 2015. She
stated that DSHS would love to plug into the Arlington Resource Center once the program is
fully up and running. She also requested that if anyone thought of any organizations she should
be interfacing with to please let her know. Ms. Shiner shared one of the more difficult challenges
is the availability of resources in the north Snohomish County area (Marysville north to County
line and east to the Granite Falls border).
General Announcements
As follow up to a question regarding the Haggen weekend food program for students, it was
noted that the program is still in operation.
Mayor Tolbert shared what she's hearing at meetings she's attending throughout the state with
regards to the Oso Slide. The comments have been all positive about how quickly we organized
and how well our prior work was implemented.
