HomeMy WebLinkAboutSigned Minutes 12-09-13eY 0`7 + I Council Chambers 110 East Third Street December 9, 2013 Minutes of the Arlington City Council Workshop Councilmembers Present: Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer, Ken Klein, and Steve Baker Staff Present: Allen Johnson, Kristin Banfield, Jim Chase, Jim Kelly, Paul Ellis, Brian DeWitt, Maxine Jenft, Deana Dean, and Steve Peiffle Council Members Absent: None Also Known to be Present: Sarah Arney. Mayor Tolbert called the meeting to order at 7:00 pm. Marilyn Oertle moved to approve the agenda; Ken Klein seconded the motion, which passed with a unanimous vote. WORKSHOP ITEMS - NO ACTION WAS TAKEN Proposed Vacation of Right of Way Community and Economic Development Director Paul Ellis reviewed the proposal indicating Smokey Point Distributing has inquired whether the city would be willing to vacate the right of way at 661h. Discussion followed with Mr. Ellis answering council questions. Mr. Ellis provided and update on an item not on the agenda; wishing to inform Council on the issue of Arlington Flight Service requesting additional credits to their lease for improvements. Mr. Ellis stated that the airport has analyzed the lease and improvements to Bldg 44 and determined that there isn't room for Ordinance amending AMC 13.12.040 to suspend the scheduled 2014 CPI increase to the water rates Public Works Director Jim Kelly reviewed the proposal for an ordinance to suspend the annual increase in water rates for 2014 due to the fact that the mandatory CPI increase is not necessary. Discussion followed with Mr. Kelly answering council questions. Contract with RH2 to complete the 520 Zone Pressure Study Jim Kelly spoke to request for Council to sign a professional services agreement with RH2 Engineering, Inc. for finding alternatives on how to increase water pressure in the City's 520 pressure zone. Mr. Kelly answered council questions throughout the discussion. Zachor Thomas Prosecutor Contract Renewal Police Commander Brian DeWitt spoke to Council regarding the contract renewal with Zachor Thomas for professional services. Council questioned whether the 3% increase is annually or over the course of the contract. City Attorney Steve Peiffle responded that the annual increase is not to exceed 3%. Additional questions were asked by Council regarding statistics. Commander DeWitt indicated he would research those questions and get back to Council.
