HomeMy WebLinkAboutSigned Minutes 12-02-13OQ Minutes of the Arlington City Council Meeting Council Chambers 110 East Third December 2, 2013 City Council Members Present by Roll Call: Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer, Ken Klein, and Steve Baker Council Members Absent: None City Staff Present: Mayor Tolbert, Allen Johnson, Kristin Banfield, Jim Chase, Paul Ellis, Jim Kelly, Kris Wallace, Roxanne Guenzler and Steve Peiffle — City Attorney Also Known to be Present: Jesica Stickles, Kari Ilonummi, Sarah Arney and Kirk Boxleitner. Mayor Tolbert called the meeting to order at 7:00 PM and the pledge of allegiance followed. APPROVAL OF THE AGENDA Marilyn Oertle moved to approve the Agenda; Steve Baker seconded the motion which passed with a unanimous vote. INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS Mayor Tolbert read resolution in recognition of and thanks for Snohomish County Councilmember John Koster's service to the citizens of Arlington. PUBLIC COMMENT Kari Ilonummi, PO Box 572, Arlington spoke to the future and his concerns for the City of Arlington and America. CONSENT AGENDA Marilyn Oertle moved and Chris Raezer seconded the motion to approve the Consent Agenda which was — unanimously carried to approve the following Consent Agenda items: 1. Minutes of the November 12, 18, and 25, 2013 Council meetings 2. Accounts Payable EFT Payments and Claims Checks #80615 through #80703 in the amount of $216,950.72 3. Payroll EFT Payments and Payroll Checks #27959 through #27948 in the amount of $1,245,897.48 NEW BUSINESS Contract for $750,000 State Proviso for the Prairie Creek Drainage Improvement Protect Public Works Director Jim Kelly spoke to the acceptance of the Grant Agreement for Prairie Creek. Short discussion followed. Page 1 of 3 Minutes of the City of Arlington City Council Meeting December 2, 2013 Councilmember Dick Butner moved and Randy Tendering seconded the motion to accept the $727,500.00 grant funded from Washington State Capital budget and authorize the mayor to sign the grant agreement, pending final review by the City Attorney. The motion was passed with a unanimous vote. Supplement No. 1 to KBA Contract Airport Blvd Phase 2 Jim Kelly spoke to the proposed Supplement #1 to the KBA Construction Management contract for Airport Blvd Phase 2. Councilmember Debora Nelson moved and Dick Butner seconded the motion to approve Supplement #1 to the KBA construction management contract for Airport Blvd Phase 2 in the amount of $17,420 and authorize the mayor to sign the supplement, pending final review by the City Attorney. The motion was approved with a unanimous vote. Short Term Interfund Loan for EMS Finance Director Jim Chase addressed the agenda item. Councilmember Marilyn Oertle moved to approve the proposed resolution for the Short Term Interfund Loans made in September and October and direct the loans to be repaid as soon as there are sufficient funds to do so. Ken Klein seconded the motion which passed with a unanimous vote. Ordinance Adopting the 2014 Budget Jim Chase spoke regarding the 2014 Proposed Budget noting there is not funding for equipment replacement in General Fund and Public Safety overtime budget has been drastically reduced. Councilmember Marilyn Oertle moved to approve the proposed Ordinance adopting the 2014 Budget. Chris Raezer seconded the motion which passed with a unanimous vote. Resolution Adopting the 2014 City Council & Department Goals Assistant City Administrator Kristin Banfield requested the council adopt the City Council and Department Goals for 2014. Councilmember-Marilyn-Oertle-moved-to-approve-the proposed -resolution -adopting -the 2014-City-Council and Department Goals. Debora Nelson seconded the motion which passed with a unanimous vote. Agreement with Arlington Boys & Girls club for 2013-14 Kristin Banfield spoke briefly to the agreement with the Arlington Boys & Girls Club. Councilmember Marilyn Oertle moved to approve the agreement with the Arlington Boys & Girls Club for teen programming in 2013 and 2014 and authorize the Mayor to sign it. Dick Butner seconded the motion which passed with a unanimous vote. Agreement with Stillaguamish Senior Center for 2013-14 Kristin Banfield spoke briefly to the agreement with the Stillaguamish Senior Center. Councilmember Marilyn Oertle moved to approve the agreement with the Stillaguamish Senior Center in 2013 and 2014 and authorize the Mayor to sign it. Chris Raezer seconded the motion which passed with a unanimous vote. Interlocal Agreement with Washington State Department of Enterprise Services for Printing Services Kristin Banfield spoke to the Interlocal Agreement with Washington State Department of Enterprise Services for Printing Services. Page 2 of 3 Minutes of the City of Arlington City Council Meeting December 2, 2013 Councilmember Marilyn Oertle moved to authorize the Mayor to sign the Interlocal Agreement with the Washington State Department of Enterprise Services for printing services. Debora Nelson seconded the motion which passed with a unanimous vote. ADMINISTRATOR & STAFF REPORTS Allen Johnson reminded council of Thursday's Snohomish County Cities and Towns Dinner and also invited the council to the employee luncheon on December 17'h at Hubb's Pizza. COUNCIL MEMBER REPORTS and MAYOR'S REPORT Debora Nelson, Marilyn Oertle, Chris Raezer and Mayor Tolbert gave brief reports while Dick Butner, Randy Tendering, Ken Klein and Steve Baker had nothing to report at this time. EXECUTIVE SESSION City Attorney announced that there would be no need for an Executive Session. ADJOURNMENT With no further business to come before the Council, the meeting was adjourned at 7:49 PM.
