HomeMy WebLinkAboutSigned Minutes 11-25-13Minutes of the Arlington City Council Workshop Council Chambers 110 East Third Street November 25, 2013 Councilmembers Present: Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer, Ken Klein, and Steve Baker Staff Present: Allen Johnson, Kristin Banfield, Jim Chase, Jim Kelly, Paul Ellis, Maxine Jenft, Deana Dean, and Steve Peiffle Council Members Absent: None Also Known to be Present: Jesica Stickles, Mike Hopson, and Sarah Arney. Mayor Tolbert called the meeting to order at 7:00 pm. Marilyn Oertle moved to approve the agenda; Ken Klein seconded the motion, which passed with a unanimous vote. WORKSHOP ITEMS — NO ACTION WAS TAKEN Contract for $750 000 State Proviso for the Prairie Creek Drainage Improvement Project Public Works Director Jim Kelly reviewed the request for Council to accept a $750,000.00 proviso to the City through a Department of Ecology grant. The Department of Ecology will use $22,500.00 of the amount to manage the agreement and monitor the project. The net amount of the funding available to the City is $727,500.00. Council will be asked at the December 2, 2013 Council Meeting to accept the $727,500.00 grant funded from the Washington State Capital budget. Mr. Kelly answered council questions throughout the discussion. Supplement No. 1 to KBA Contract Airport Blvd Phase 2 Jim Kelly reviewed with Council the request to approve Supplement #1 to the KBA Construction Management contract for Airport Blvd Phase 2 in the amount of $17,420.00. Discussion followed with Mr. Kelly answering council questions. October Financial Report Finance Director Jim Chase reviewed October's financial report. Mr. Chase answered council questions throughout the discussion. Short Term Interfund Loan for EMS Jim Chase discussed the September and October interfund loans to the EMS Fund, indicating November property taxes have been received thereby repaying those loans. Page 1 of 2 Minutes of the City of Arlington City Council Workshop November 25, 2013 2014 Budget City Council & Department Goals Assistant City Administrator Kristin Banfield spoke to the proposed 2014 City Council and Department Goals as was discussed at the September 7, 2013 Council Retreat. Discussion followed with Ms. Banfield answering Council questions. Agreement with Arlington Boys & Girls Club for 2013-14 Kristin Banfield addressed the recommendation to renew the agreement with the Arlington Boys & Girls Club for teen programming (teen nite). Short discussion followed. Council had no questions on this matter. Agreement with Stillaquamish Senior Center for 2013-14 Kristin Banfield addressed the recommendation to renew the agreement with the Stillaguamish Senior Center for senior services. Council had no questions on this matter. Interlocal Agreement with Department of Enterprise Services for Printing Services Kristin Banfield spoke regarding the proposed Interlocal Agreement with Department of Enterprise Services in order to have the printing services of DES as an option. Ms. Banfield indicated the City has the potential for significant savings by utilizing DES. Ms. Banfield answered council questions throughout the discussion. Miscellaneous Council Items Councilmember Baker inquired with Public Works Director Jim Kelly regarding a change order. Councilmember Nelson stated she recently attended the legislative session and felt our money is well spent and time is efficiently used in Olympia.
