City Council Members Present by Roll Call: Dick Butner, Randy Tendering, Debora Nelson, Marilyn
Oertle, Chris Raezer, Ken Klein, and Steve Baker
Council Members Absent: None
City Staff Present: Mayor Tolbert, Allen Johnson, Kristin Banfield, Jim Chase, Paul Ellis, Jim Kelly, Kris
Wallace, Monica Schlagel, Maxine Jenft, Deana Dean, and Steve Peiffle — City Attorney
Also Known to be Present: Rob Putnam, Jesica Stickles, Jan Schuette, and Kirk Boxleitner.
Mayor Tolbert called the meeting to order at 7:00 PM and the pledge of allegiance followed.
APPROVAL OF THE AGENDA
Marilyn Oertle moved to approve the Agenda. Debora Nelson seconded the motion which passed with a
unanimous vote.
INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS
Mayor Tolbert presented recently retired Airport Director Rob Putnam with a plaque thanking him for 32
years of service to the City of Arlington. In addition, the airport conference room has now been re -named
as Putnam Hall.
PROCLAMATIONS
None.
PUBLIC COMMENT
Kinuko Noborucawa, from C3 Coalition, spoke regarding the Pacific Science Center's "RACE" exhibit and
workshops.
Gale Fiege, from The Herald, informed the Mayor and Council that she will no longer be covering the City
of Arlington. Mayor Tolbert thanked her for representing the news in Arlington so well.
CONSENT AGENDA
Marilyn Oertle moved and Chris Raezer seconded the motion to approve the Consent Agenda which was
unanimously carried to approve the following Consent Agenda items:
1. Minutes of the November 4, 2013 Council meeting
2. Accounts Payable EFT Payments and Claims Checks #80512 through #80614 in the amount of
$1, 592, 896.72.
3. Street Closure for the December 7, 2013 Santa Parade

PUBLIC HEARING
Jim Chase opened the issue of the 2014 Budget with a brief PowerPoint presentation. Mayor Tolbert
then opened up the public hearing portion. No one from the audience wishing to speak, the Mayor closed
the public hearing portion. The issue was opened up to questions and comments from Council with Jim
Chase answering questions. Council will be asked to approve the budget at the Council Meeting on
December 2, 2013.
NEW BUSINESS
Resolution Setting the 2014 Property Tax:
Finance Director Jim Chase spoke to the proposed resolution with a PowerPoint presentation. Public
hearing on this matter was held on November 4, 2013.
Councilmember Marilyn Oertle moved and Chris Raezer seconded the motion to approve the proposed
resolution adopting the 2014 property tax levy rate. The motion was passed with a unanimous vote.
Resolution Setting the 2014 Property Tax for EMS:
Jim Chase spoke to the proposed resolution regarding property tax for EMS. Public hearing on this matter
was held on November 4, 2013,
Councilmember Marilyn Oertle moved and Chris Raezer seconded the motion to approve the proposed
resolution adopting the 2014 property levy tax for EMS. The motion was approved with a unanimous
vote.
Resolution adopting the 2014-2019 Transportation Improvement Plan:
Public Works Director Jim Kelly briefly spoke to the resolution to adopt the 2014-2019 six year
transportation improvement plan. Short discussion followed.
Councilmember Debora Nelson moved to approve the proposed resolution adopting the City of Arlington
2014-2019 Six Year Transportation Improvement Plan. Randy Tendering seconded the motion which
passed with a unanimous vote.
Professional Services Agreement with Herrera Environmental:
Jim Kelly spoke briefly regarding the professional service agreement with Herrera Environmental to
perform the scope of work detailed in the Department of Ecology awarded National Estuaries Program
(NEP) grant.
Councilmember Dick Butner moved to approve the Professional Services Agreement with Herrera
Environmental Consultants Inc. and authorize the mayor to sign the agreement, pending final review by
the City Attorney. Randy Tendering seconded the motion which passed with a unanimous vote.
Department of Ecology Stormwater Capacity Grant 2013-2015:
Public Works staff member Kris Wallace spoke to council regarding the proposed grant agreement
between the Washington State Department of Ecology and the City of Arlington for $50,000 to fund
Stormwater NPDES Phase II activities and for $120,000 from the Environmental Legay Stewardship
Account (ELSA) for Low Impact Development capital design.
Councilmember Dick Butner moved to accept the 2013-2015 Municipal Stormwater Capacity Grant in the
amount of $170,000.00 and authorize the mayor to sign the grant agreement, pending final review by the
City Attorney. Randy Tendering seconded the motion which passed with a unanimous vote.

Duskin Annexation:
Community and Economic Development Director Paul Ellis spoke briefly to the 10% petition for Duskin
annexation.
Councilmember Marilyn Oertle moved to table the Duskin annexation until staff has completed
discussions with Snohomish County. Debora Nelson seconded the motion which passed with a
unanimous vote.

ADMINISTRATOR & STAFF REPORTS
Allen Johnson spoke regarding the handout on tax rate comparisons.
COUNCIL MEMBER REPORTS and MAYOR'S REPORT
Dick Butner, Randy Tendering and Debora Nelson gave brief reports, while Marilyn Oertle, Chris Raezer,
Ken Klein and Steve Baker had nothing to report at this time.
EXECUTIVE SESSION
City Attorney announced that there would be no need for an Executive Session although he provided the
Mayor with a written update.
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 7:44 PM.
