Minutes of the Arlington
City Council Workshop
Councilmembers Present: Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer,
Ken Klein, and Steve Baker
Staff Present: Allen Johnson, Kristin Banfield, Jim Chase, Maxine Jenft, Amy Rusko, Jim Kelly, Bill

Council Members Absent: None

Mayor Tolbert called the meeting to order at 7:00 p.m.
Marilyn Oertle moved to approve the agenda; Randy Tendering seconded the motion, which passed with
a unanimous vote.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
Department Presentation: Public Works
Public Works Director Jim Kelly reviewed the Public Works Department Part I, Operations by PowerPoint
presentation.
Annual Review of Stormwater Management Plan:
Supervisor Bill Blake reviewed the annual update to the Stormwater Management Plan with council and
staff.
Professional Services Agreement with Herrera Environmental:
Jim Kelly discussed the professional service agreement with Herrera Environmental to perform the scope
of work detailed in the Department of Ecology awarded National Estuaries Program (NEP) grant. In
January of 2013, the City applied for the NEP grant through the Department of Ecology. The goal of the
grant application was to fund updates to the City's Land Use Code, Engineering Standards and
Comprehensive Plan as necessary to be incompliance with the 2013-2018 NPDES permit and to develop
a GIS based tool to facilitate efficient permitting of storm systems. The City was awarded the grant in
February and executed the grant agreement in July. City staff reviewed the four firms and Herrera was
selected by the interview team as the most responsive and capable of meeting the terms of the scope of
work. Jim noted all the work will be funded by the grant.
Department of Ecology Stormwater Capacity Grant 2013-2015:
Public Works staff member Kris Wallace spoke to council regarding the proposed grant agreement
between the Washington State Department of Ecology and the City of Arlington for $50,000 to fund
Stormwater NPDES Phase II activities and for $120,000 from the Environmental Legay Stewardship
Account (ELSA) for Low Impact Development capital design.

Duskin Annexation:
Building Official Chris Young and City Planner Troy Davis reviewed the proposed annexation of the
Duskin Annexation and answered council questions throughout. It was clarified that the total acreage is
approximately 62 acres. Chris and Troy deferred to the city attorney on the issue of tabling the issue.
City Attorney Steve Peiffle discussed the statute and recommended leaving the item on Monday's council
meeting agenda.
Street Closure for Santa Parade:
Assistant City Administrator Kristin Banfield reviewed street closure information for the Santa Parade
which will be Saturday December 7, 2013.
2014 Budget:
Finance Director Jim Chase reviewed the 2014 Draft Budget including proposed changes since the last
review. The changes reflect capital projects for transportation, water, sewer, and stormwater. Jim
answered council questions. Public hearing will be held November 18, 2013.
Ballot Language for Property Tax Adjustment (Levy Lid Lift):
Kristin Banfield reviewed the preliminary draft of a resolution to send a property tax levy lid lift ballot
measure to the voters in April 2014. Kristin modified the language during the workshop as proposed by
council and attorney. Council will be asked to adopt the resolution once it has been re -viewed by the city
attorney.
