HomeMy WebLinkAboutSigned Minutes 10-28-13Minutes of the Arlington City Council Workshop Council Chambers 110 East Third Street October 28, 2013 Councilmembers Present: Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer, Ken Klein, and Steve Baker Staff Present: Allen Johnson, Kristin Banfield, Bruce Stedman, Jim Chase, Paul Ellis, Jim Kelly, Troy Davis, Monica Schlagel, Maxine Jenft, Roxanne Guenzler, and Steve Peiffle Council Members Absent: None Also Known to be Present: Jesica Stickles, Jan Schuette, Mike Hopson, Shery Christianson, Kirk Boxleitner, Bruce Angell, Marilyn Bullock and Sarah Arney. Mayor Tolbert called the meeting to order at 7:00 p.m. Marilyn Oertle moved to approve the agenda; Steve Baker seconded the motion, which passed with a unanimous vote. WORKSHOP ITEMS — NO ACTION WAS TAKEN 3rd Quarter Budget Report Finance Director Jim Chase reviewed by PowerPoint the 3rd Quarter Budget Report. 2014 Draft Budget Jim Chase and Assistant City Administrator Kristin Banfield reviewed the 2014 proposed budget. Several expenditures were eliminated or decreased to present a balanced budget. Kristin outlined the next steps in the budget process. Discussion followed with Jim and Kristin answering council questions. Preliminary Draft Levy Lid Lift Resolution Jim Chase and Kristin Banfield discussed the preliminary draft levy lid lift resolution and asked for council input for ballot language. Resolution to Set Opening Change Fund for Community Development Jim Chase addressed the resolution creating an opening change fund for the Community & Economic Development Department. Authorization to Make an Interfund Loan to the Stormwater Fund from the Water Department Jim Chase reviewed the need for an Interfund Loan from Water Department to Stormwater. Authorization for a Short -Term Interfund Loan to the EMS Fund from the Growth Fund Jim Chase reviewed the need for an Interfund Loan from the Growth Fund to the EMS Fund. Jim Chase and Fire Chief Bruce Stedman answered council questions. Page 1 of 2 Interlocal Agreement with Fire District 21 for Fire and EMS Services Fire Chief Bruce Stedman reviewed the Interlocal Agreement with District 21 for Fire & EMS Services. The Interlocal would extend the contract through December 31, 2014. Mr. Stedman answered council questions throughout the presentation. Agreement for Funding the Snohomish County Emergency Medical Services and Trauma Care Council Bruce Stedman reviewed the agreement for funding the Snohomish County Emergency Medical Services Trauma Care Council. Interlocal Agreement with Snohomish County for Fleet Maintenance Nelson Beazley addressed the Interlocal Agreement with Snohomish County for Fleet Maintenance of police vehicles. Discussion followed with Nelson answering council questions. Resolution to Adopt the Annual Transportation Improvement Plan 2014 - 2019 Public Works Director Jim Kelly spoke to the resolution adopting the 2014-2019 Annual Transportation Improvement Plan. Bid Results for Utilities Installation on 173rd St NE Jim Kelly reviewed the 173r St NE Utilities Installation bid results. Faber Construction is the apparent lowest responsible bidder but has withdrawn their bid due to bidding errors. Taylor Excavators is now the apparent low bidder. Interlocal Agreement with Snohomish County for Municipal Road and Street Services within the City of Arlington The Interlocal Agreement with Snohomish County for municipal road and street services was addressed by Public Works Director Jim Kelly. Proposed Sign Code Community and Economic Development Director Paul Ellis and Associate Planner Troy Davis addressed the proposed Sign Code. Troy distributed a zoning map and draft Sign Code to council. Mayor Barbara Tolbert suggested the Sign Code Committee meet with DABA regarding electronic signs. Discussion followed with Mr. Ellis and Mr. Davis answering council questions. Interim Ordinance Adopting a Moratorium on the Establishing of Marijuana Producer, Marijuana Processor, and Mariivana Retailer Establishments and the Licensing and Permitting Thereof Paul Ellis addressed the proposed ordinance answering council questions throughout the discussion. Resolution to Authorize Snohomish County to Prepare the Multi -Hazard Mitigation Plan for the City of Arlington Paul Ellis addressed the proposed resolution regarding proposed resolution regarding authorizing Snohomish County to prepare the Multi -Hazard Mitigation Plan for the City of Arlington.
