Councilmembers Present: Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer,
Ken Klein, and Steve Baker
Staff Present: Allen Johnson, Kristin Banfield, Bruce Stedman, Jim Chase, Paul Ellis, Jim Kelly, Eric
Scott, Deana Dean, and Steve Peiffle
Council Members Absent: None
Also Known to be Present: Jesica Stickles, Jan Schuette, Mike Hopson, Shery Christianson, Kirk
Boxleitner, and Sarah Arney.
Mayor Tolbert called the meeting to order at 7:00 p.m.
Marilyn Oertle moved to approve the agenda; Chris Raezer seconded the motion, which passed with a
unanimous vote.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
Department Presentation: Fire
Fire Chief Bruce Stedman reviewed by PowerPoint the recommendations by ESCI. Handouts were
provided. Chief Stedman answered council questions throughout.
2014 Budget and Property Tax Levi
Finance Director Jim Chase reviewed the 2014 budget and property tax levy via presentation. He
indicated the budget includes the levy lid lift and excludes any equipment replacement. Jim answered
council questions and indicated there would be a public hearing on October 21, 2013,
AWC Interlocal Agreement for Insurance and Resolution for AWC Insurance:
Assistant City Administrator Kristin Banfield discussed the proposed interlocal agreement with AWC and
indicated the health insurance rates would not be increasing in 2014.
Professional Services Agreement with BHC Consulting Hale Milligan and Shockey Planning Group
Community and Economic Development Director Paul Ellis discussed these professional service
agreements and indicated BHC and Hale, Milligan are currently providing services to the City of Arlington
for development review and inspection services. The agreement with Shockey Planning Group is to
assist the city with the comprehensive plan update.
Duskin Annexation:
Paul Ellis reviewed the proposed annexation of the 42.77 acres referred to as the Duskin Annexation.
Paul answered council questions throughout.

67'h Avenue Sewer Extension:
Public Works Director Jim Kelly reviewed the change order for extension of the 24-inch sanitary sewer
main along 67'h, 600 feet south of the currently proposed sewer main. Jim indicated the costs for this
change order would be funded by the Sewer Utility capital improvement fun and answered council
questions.
Airport Boulevard Change Order:
City Engineer Eric Scott reviewed the change order for installation of a manual irrigation system along the
east side of Airport Boulevard Phase 2. Eric answered council questions throughout.
67th Avenue BNSF Casing:
Eric Scott reviewed the permit agreement with BNSF for the construction of the City owned underground
fiber optic conduit at Lebanon Street which is anticipated to cost $3,460 including the umbrella insurance
coverage.
Appointments to PARC:
Kristin Banfield reviewed the recommendation to appoint Rob Ruth and Jenny Nelson to the Park, Arts,
and Recreation Commission.
Miscellaneous Council Items
Councilwoman Oertle stated the art auction would be held this Saturday October 19, 2013.
