Councilmembers Present: Dick Butner, Marilyn Oertle, Chris Raezer, Ken Klein and Steve Baker
Staff Present: Allen Johnson, Jim Chase, Paul Ellis, Jim Kelly, Maxine Jenft, Kris Wallace, Kurt
Patterson, Monica Schlagel and Roxanne Guenzier.
Council Members Absent: Randy Tendering and Deborah Nelson
Also Known to be Present: Jan Schuette, Jesica Stickles, Sarah Arney, Craig & Sherry Christianson,
Kirk Boxleitner and Mike Hopson.
Mayor Tolbert called the meeting to order at 7:OOPM.
Marilyn Oertle moved to approve the agenda; Chris Raezer seconded the motion, which passed with a
unanimous vote.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS
Arlington VFW Post 1561 presented Flag to Mayor Tolbert who then presented Flag to spouse of
Commander Williams commemorating his time spent living in Arlington while serving in the US Navy.
PROCLAMATIONS
Councilmember Ken Klein read proclamation proclaiming the month of October 2013 as National Breast
Cancer Awareness month in the City of Arlington and ask all employees and citizens to join in this
worthwhile cause, to celebrate successes and memorialize lost battles.
CONSENT AGENDA
Marilyn Oertle moved and Chris Raezer seconded the motion to approve the Consent Agenda which was
unanimously carried to approve the following Consent Agenda items:
1. Minutes of the September 16tn 23`d and 30th Council meetings
2. Accounts Payable EFT Payments and Claims Checks #80169 through #80306 dated September
17, 2013 through October 7, 2013 for $918,643.32
3. Payroll EFT Payments and Checks #27885 through #27907 for the period September 1, 2013
through September 30, 2013 for $1,236,239.03
4. Authorize staff to apply for 2014 Hotel/Motel grand funding from the City of Arlington for the 2014
summer outdoor entertainment events and the 2014 Eagle Festival
NEW BUSINESS
Ordinance Adopting Lakewood School District Capital Facilities Plan
Community and Economic Development Director Paul Ellis addressed the proposed plan requesting
adoption by the council.
Motion made by Marilyn Oertle, seconded by Dick Butner to adopt the proposed Ordinance to amend the
Comprehensive Plan to include the Lakewood School District Capital Facilities Plan as part of the City of
Arlington Capital Facilities Plan. Motion unanimously carried.

Acceptance of the CPG Grant
Public Works Staff Accountant Kris Wallace addressed the draft Coordinated Prevention Grant
Agreement between Department of Ecology and the City of Arlington. Council questions were answered
by Ms. Wallace.
Motion made by Dick Butner, seconded by Marilyn Oertle to accept the Coordinated Prevention Grant
offered by the Department of Ecology for fiscal year 2013 to 2015 and authorize the mayor to sign the
grant agreement, pending final review by the City Attorney. Motion passed unanimously.
Authorization for the Mayor to Sign a Professional Services Agreement with Blue Marble
Environmental LLC
The Professional Services Agreement was addressed by Kris Wallace.
Motion by Dick Butner, seconded by Steve Baker to approve the Professional Services Agreement with
Blue Marble Environmental, LLC and authorize the mayor to sign the agreement, pending final review by
the City Attorney. Motion unanimously carried.
Ordinance to Lower Speed Limit on 172"d St NE (SR 531)
Public Works Director Jim Kelly addressed the draft ordinance. Questions were answered by Mr. Kelly.
Motion by Marilyn Oertle to adopt the proposed Ordinance lowering the speed limit on 172d Street from
50 miles per hour for the section of road between 67th Ave and 43` Ave, seconded by Ken Klein and
unanimously carried.
Authority to Bid the Water and Sewer Utility Construction on 173rd St NE, Phase 3
Jim Kelly addressed the 173r Street Utility Construction project.
Motion by Dick Butner to grant staff authority to bid the 173rd Street Utility Improvement Project, pending
final review by the City Attorney, seconded by Marilyn Oertle and unanimously carried.
Approval of Art Selection for the Retaining Wall on 67th Ave NE
The agenda item was addressed by City Administrator Allen Johnson.
Motion by Marilyn Oertle, seconded by Chris Raezer and unanimously carried to approve the
recommended art pieces by Renee O'Conner for installation on the 67th Ave NE retaining wall.
ADMINISTRATOR & STAFF REPORTS
Allen Johnson noted Assistant City Administrator Kristin Banfield will be out all week due to death in
family.
Dick Butner, Marilyn Oertle, Chris Raezer and Mayor Tolbert had brief reports while Steve Baker had
nothing to report at this time.
EXECUTIVE SESSION
City Attorney announced there was no need for Executive Session
INFORMATION
City Attorney Steve Peiffle announced the hearing examiner has issued a decision granting the Dwayne
Lane permit application and we are now in the waiting period to see if anyone files an appeal of the
hearing examiner's decision.
The meeting was adjourned at 7:34 PM.
