Councilmembers Present: Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer,
Steve Baker and Ken Klein.
Staff Present: Allen Johnson, Kristin Banfield, Paul Ellis, Jim Chase, Dale Carman, Rob Putnam, Leroy
Mills, Jay Downing, Rory Bolter, Eric Scott, Maxine Jenft, Roxanne Guenzler, and Steve Peiffle.
Council Members Absent: None
Also Known to be Present: Jesica Stickles, Sarah Arney, Mike Hopson, Jan Schutte and Kirk
Boxleitner.
Mayor Tolbert called the meeting to order at 7:OOPM.
Marilyn Oertle moved to approve the agenda moving items #346 to the top of the agenda and item #1 to
follow. Chris Raezer seconded the motion, which passed with a unanimous vote.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
CPG Grant Agreement (Recycling)
Public Works Director Jim Kelly spoke to the draft Coordinated Prevention Grant Agreement between
Department of Ecology and the City of Arlington. The CPG grant provides funding for the fiscal years
2013-2015. Questions were answered by Mr. Kelly throughout the presentation
Blue Marble Contract (Recycling/Waste)
The Professional Services Agreement with Blue Marble Environmental, LLC was addressed by Jim Kelly.
The new agreement will allow the City to continue to have the services available necessary to continue
the City's recycling program.
Ordinance to Lower Speed Limit on 172" d Street
Public Works Director Jim Kelly spoke to the proposed ordinance lowering the speed limit on 172nd Street
from 50 miles per hour to 35 miles per hour for the section of road between 671h Ave. and 43`d Ave.
Questions were answered by Mr. Kelly throughout the presentation
Authoritv to Bid Water & Sewer Utilitv Construction of 173rd Ave. Phase 3
Jim Kelly spoke to the request authorizing staff to bid the 173`° Street Utility Improvement Project. Mr.
Kelly explained the utilities need to get in prior to building the road. Discussion followed with Mr. Kelly
answering questions.
Department Presentation: Maintenance & Operations
Public Works Maintenance & Operations Manager Leroy Mills and Lead Maintenance Worker Jay
Downing gave a Power Point Presentation on the functions of the City Maintenance & Operations
Department.

Adoption of Lakewood School District Capital Facilities Plan
Community Development Director Paul Ellis outlined the proposed ordinance regarding the Lakewood
School District Capital Facilities Plan. The plan calls for reduced mitigation fees due to drop in
enrollment. Discussion followed with Mr. Ellis answering questions.
August 2013 Financial Report
Finance Director Jim Chase presented the August 2013 Financial Report to the council.
Art for 67th Ave
Assistant City Administrator Kristin Banfield addressed the request to approve the art selection for 67th
Ave. retaining wall. Discussion followed.
Authorize Hotel/Motel Recreation Grant Application
Ms. Banfield spoke to the request for authorization to apply for 2014 City of Arlington Tourism/Economic
Development, Hotel Motel/ Tax Grant. The grant will pay for the Eagle Festival and summer outdoor
entertainment (music in the park, outdoor movies, and outdoor theater).
Miscellaneous Council Items
Allen Johnson reminded council of the upcoming Audit Exit Conference on Friday, September 27th at
11:00.
Public Comment
Sarah Arney noted she was pleased with the City moving forward with their own art projects and
reminded the council and audience of the Art Auction on October 19tn
