City Council Meeting
Councilmembers Present: Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer,
Ken Klein, and Steve Baker
Staff Present: Allen Johnson, Kristin Banfield, Monica Schlagel, Maxine Jenft, Police Chief Nelson
Beazley, Commanders Terry Quintrall and Brian DeWitt, Sergeants Mark Pennington and Dan Cone,
Officers Molly Ingram, Jason Rhodes, Ronnie Johnstone, Rory Bolter, Peter Barrett, Michael Sargent, and
Anthony Davis, Deana Dean, and City Attorney Steve Peiffle
Council Members Absent: None
Also Known to be Present: Jesica Stickles, Bob Nelson, Mike Hopson, and Kirk Boxleitner,
Mayor Tolbert called the meeting to order at 7:00 pm.
Marilyn Oertle moved to approve the agenda; Chris Raezer seconded the motion, which passed with a
unanimous vote.
SWEARING IN CEREMONY
Police Chief Nelson Beazley introduced returning Officer Molly Ingram. City Attorney Steve Peiffle
administered the oath and Officer Ingram shook hands with council and staff.
PUBLIC COMMENT
Heidi Brandt from North County Towing commented on competition from out of city towing companies and
encouraged city staff to utilize local companies.
CONSENT AGENDA
Marilyn Oertle moved and Chris Raezer seconded the motion to approve the Consent Agenda which was
unanimously carried to approve the following Consent Agenda items:
1. Minutes of the September 3, 2013 Council meeting
2. Accounts Payable:
- EFT Payments and Claims Checks #80092 through #80168 dated September 4, 2013
through September 16, 2013 in the amount of $1,763,583.69
PUBLIC HEARING
There was no public hearing.
NEW BUSINESS
There was no new business.

DISCUSSION ITEMS
Police Chief Nelson Beazley provided a presentation on the police department. Included in the discussion
was staffing, panhandling, drugs in the community, and outreaching. Chief Beazley and other members
of the department answered council questions throughout.
ADMINISTRATOR & STAFF REPORTS
No staff reports were provided.
MAYOR & COUNCIL MEMBER REPORTS
Debora Nelson, Marilyn Oertle, and Steve Baker gave brief reports while Dick Butner, Randy Tendering,
Chris Raezer, and Ken Klein had nothing to report at this time.
Mayor Tolbert commented on the recent Council Retreat and provided an update on the legislative bus
tour.
EXECUTIVE SESSION
There was no executive session.
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 7:56 pm.
