and Ken Klein
Staff Present: Allen Johnson, Kristin Banfield, Jim Chase, Dale Carman, Rob Putnam, Maxine Jenft,
Monica Schlagel, Julie Good, Roxanne Guenzier, and Steve Peiffle.
Council Members Absent: Chris Raezer - excused
Also Known to be Present: Jesica Stickles, Sarah Arney, and Mike Hopson.
Mayor Tolbert called the meeting to order at 7:OOPM.
Marilyn Oertle moved to approve the agenda; Randy Tendering seconded the motion, which passed with
a unanimous vote.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
Participation in the AWC Retrospective Rating Program
Finance Director Jim Chase introduced Brian Bishop from Association of Washington Cities who
presented the Worker's Compensation Retrospective Rating Program (Retro) sponsored by AWC. Mr.
Chase and Mr. Bishop answered questions throughout the presentation.
Taxiway A Lighting & Signing Improvements Project - Construction Engineering Contract
Airport Supervisor Dale Carman addressed the request for approval of contract with WHPacific for
construction management services related to the Taxiway A Lighting and Signing Improvements Project.
Questions were answered throughout the presentation by Mr. Carman.
Taxiway A Lighting & Signing Improvements Project - Bid Results
Dale Carman addressed the request to approve the construction contract for the Taxiway A Lighting and
Signing Improvements Project as well as authorization for the Mayor to sign the FAA and WSDOT
Aviation grants related to the project.
Lot 28 Ramp Project - Proiect Closeout
The Project Closeout and Acceptance Letter for the Building 28 Ramp Project was addressed by Airport
Supervisor Dale Carman.
Country Charm Annexation Ordinance
Community Development Director Paul Ellis addressed the Country Charm Annexation Ordinance —
questions were answered by Mr. Ellis throughout the presentation.
SCT Alternative Dispute Resolution Pilot Program
Assistant City Administrator Kristin Banfield addressed the resolution of intent to participate in the
Snohomish County Tomorrow (SCT) Alternative Dispute Resolution pilot program.

Surplus Reserve EMS Stretcher
The request to surplus a reserve EMS stretcher and execute an Interlocal Agreement with Whatcom
County Fire District 11 was addressed by Kristin Banfield.
Gateway Sign Art
Kristin Banfield addressed the request to approve art for two gateway signs.
