HomeMy WebLinkAboutSigned Minutes 07-15-13Minutes of the Arlington City Council Meeting Council Chambers 110 East Third Street July 15, 2013 Councilmembers Present: Dick Butner, Randy Tendering, Debora Nelson, Chris Raezer, Steve Baker and Ken Klein Staff Present: Allen Johnson, Kristin Banfield, Jim Chase, Paul Ellis, Bruce Stedman, Steve Daggett, Roxanne Guenzler, and Steve Peiffle. Council Members Absent: Marilyn Oertle Also Known to be Present: Jan Schuette, Jesica Stickles, and Mike Hopson. Mayor Tolbert called the meeting to order at 7:OOPM. Steve Baker moved to approve the agenda; Chris Raezer seconded the motion, which passed with a unanimous vote. PUBLIC COMMENT Steve Edwards, 319 E. Gilman voiced his concern of neighbors cat defecating in his yard and there is nothing he can do to prevent it. He would like to see this problem addressed by the city. Linda Bowman, 18308 Smokey Pt. Blvd and manager of Stilly Thrift Store expressed concerns about the accidents and traffic hazards in front of the Senior Center/Thrift Store in Smokey Point. Item will be referred to the city's traffic engineer. Kari Ilonummi, PO Box 572, Arlington, made several political statements regarding economics, the constitution and gun control. Doreen Churchill,17508 Highland View Dr. and Andrea Howie,17428 Highland View Dr. spoke regarding the problem of cat defecation in their yards and would like to see it addressed by the council. CONSENT AGENDA Steve Baker moved and Chris Raezer seconded the motion to approve the Consent Agenda which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the June 24, July 1, and July 8, 2013 Council meetings 2. Accounts Payable Claims Checks #79644 through #79750 in the amount of $376,554.95 NEW BUSINESS Interlocal Agreement with Snohomish County for Park Project Funding (Haller Park) Assistant City Administrator Kristin Banfield addressed the agenda item. Motion made by Steve Baker and seconded by Chris Raezer to approve the Interlocal Agreement with Snohomish County for funding restrooms at Haller Park. Motion passed with a unanimous vote. Page 1 of 2 Minutes of the Citv of Arlinaton Citv Council Meetina July 15, 2013 NFORMATION Fire Chief Bruce Stedman updated council on the draft ESCI Study. The study will be addressed at 6:00 pm on July 315t at the Byrnes Performing Art Center. The public and council are encouraged to attend. Chief Stedman introduced Arlington Firefighter/EMT Steve Daggett who updated the council on the Department of Homeland Security working group meeting he recently attended in Washington D.C. The intent of the working group is to develop goals for the development of an integrated Personal Protective Equipment (PPE) ensemble that provides multi -threat protection, increases the safety of first responders, and reduces the amount of equipment responders will be require to carry. Discussion followed. ADMINISTRATOR & STAFF REPORTS City Administrator gave brief report on County UGA request, Public Hearing -Lane Land Use and computer password changes. Allen also noted he would be gone on vacation remainder of the week. MAYOR AND COUNCIL MEMBER REPORTS Mayor Tolbert, Dick Butner, Randy Tendering, Debora Nelson, Chris Raezer, Ken Klein and Steve Baker had brief reports.
