Councilmembers Present: Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer,
Steve Baker and Ken Klein
Staff Present: Allen Johnson, Kristin Banfield, Jim Chase, Dale Carman, Tim Mensonides, Rob Putnam,
Jim Kelly, Maxine Jenft, Monica Schlagel, Roxanne Guenzler, and Steve Peiffle.
Council Members Absent: None
Also Known to be Present: Bob Nelson, Jesica Stickles, Sarah Arney, Jan Schutte, and Mike Hopson.
Mayor Tolbert called the meeting to order at TOOPM.
Marilyn Oertle moved to approve the agenda; Debora Nelson seconded the motion, which passed with a
unanimous vote.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
Department Presentation — Airport
Airport Director Rob Putnam introduced Airport Supervisor Dale Carman and Airport Coordinator Tim
Mensonides who gave a Power Point presentation on the functions of the Arlington Airport including
property management, project management and financial/budget structure. Questions were answered
throughout the presentation by the airport staff.
Walnut Ridge Traffic Analysis
Public Works Director Jim Kelly reviewed the Walnut Ridge Traffic Analysis with council. The traffic study
indicates that stop signs should be added for safety at intersections 45th Ave/1915t PI NE and 45
Ave/189th PI NE. Mr. Kelly stated the stop signs should be installed this week and encouraged residents
of Walnut Ridge to utilize the Citizen Tracking on the city's website if speeding in the neighborhood
occurs after the signs are installed.
Interlocal Agreement with Snohomish County for Park Protect Funding (Haller Park)
Assistant City Administrator Kristin Banfield briefly discussed the Interlocal Agreement with Snohomish
County for Haller Park Improvements. Discussion followed with Kristin answering council questions. The
ILA will come before council for approval at the July 151h council meeting.
Discussion of Transportation Benefit District Ballot Proposal and Community Education &
Outreach
Kristin distributed and reviewed the Communications Plan regarding the ballot measure for the Arlington
Transportation Benefit District. Discussion followed with Kristin answering council questions.
Miscellaneous Council Items
Ken Klein spoke to the importance of signage and educating citizens on dangers of swift waters at
Arlington's river parks.

Randy Tendering spoke regarding chairs and ropes put up on main street sidewalks the day before the 4th
of July parade, making it difficult to park and enter some businesses.
Debora Nelson inquired what times are available for council members to work at the City booth during the
Street Fair. Ms. Nelson also asked if music was available for groups using the Gazebo. Kristin will find
out if music is available.
Mayor Tolbert stated she had 16 phone call complaints regarding 4th of July fireworks.
Public Comment
Jose Briones, 19102 44th Ave NE, Arlington voiced concerns regarding speeding in the Walnut Ridge
Development. Mr. Briones thanked the council for listening to their concerns and installing the two
proposed stop signs.
