City Council Members Present by Roll Call: Dick Butner, Randy Tendering, Debora Nelson, Marilyn
Oertle, Chris Raezer, Ken Klein, and Steve Baker
Council Members Absent: None
City Staff Present: Mayor Tolbert, Allen Johnson, Jim Chase, Jim Kelly, Kris Wallace, Doug Schmidt,
Bill Blake, Chief Bruce Stedman, Monica Schlagel, Maxine Jenft, and Deana Dean.
Also Known to be Present: Sarah Arney, Jesica Stickles, Jan Schuette, and Mike Hopson
Mayor Tolbert called the meeting to order at 7:00 PM and the pledge of allegiance followed.
APPROVAL OF THE AGENDA
Marilyn Oertle moved to approve the Agenda. Ken Klein seconded the motion which passed with a
unanimous vote.
PUBLIC COMMENT
There was no one in the audience who wished to speak to matters not on the Agenda.
CONSENT AGENDA
Marilyn Oertle moved and Randy Tendering seconded the motion to approve the Consent Agenda which
was unanimously carried to approve the following Consent Agenda items:
1. Minutes of the June 17 Council meeting
2. Accounts Payable:
- EFT Payments and Claims Checks #79550 through #79643 dated June 18, 2013 through
July 1, 2013 in the amount of $580,256.81.
- EFT Payments and Payroll Checks #27822 through #27842 for the period of June 1, 2013
through June 30, 2013 for $1,225,010.95.
3. Resolution to authorize investment of City of Arlington monies in the Local Government
Investment Pool
PUBLIC HEARING
Resolution to Surplus vehicles from Utilties
Public Works Director Jim Kelly spoke to the proposed resolution. No members of the public wished to
speak to the matter. Public hearing closed.
This matter will be brought back at the next council meeting.

NEW BUSINESS
Contract Amendment #2 with MSA for Prairie Creek Construction Engineering Services
Director Jim Kelly spoke on the proposal from Murray, Smith and Associates to perform construction
engineering services on an as needed basis to support Phase 1 and Phase 2 construction of the Prairie
Creek Drainage Improvement Project.
Dick Butner moved to approve and authorize the mayor to sign amendment #2 to the MSA Prairie Creek
Drainage Improvement contract for "as -needed" construction engineering services as outlined above,
pending final review by the City Attorney. Randy Tendering seconded the motion which passed with a
unanimous vote.
Cemetery — Columbarium Purchase
Kris Wallace requested council accept the proposal for the third columbarium at the cemetery and award
the contract to Automatic Wilbert Vault Co Inc.
Randy Tendering moved to accept the bid for the procurement and installation of the third columbarium
unit at the Arlington Municipal Cemetery and authorize staff to issue a purchase order in the amount of
$25,043.16 pending final approval by the City Attorney. Marilyn Oertle seconded the motion which
passed with a unanimous vote.
NEP Stormwater Grant
Bill Blake requested council accept the National Estuary Program grant awarded to the city in the amount
of $76,000.00.
Dick Butner moved to accept the grant as outlined above and authorize the Mayor to sign, pending final
approval by the City Attorney. Randy Tendering seconded the motion which passed with a unanimous
vote.
Ambulance Purchase
Chief Bruce Stedman spoke to the purchase of a new Braun Type 1 Module Medic Unit and to authorize
the Mayor to sign an interlocal agreement with Eastside Fire and Rescue. Chief answered council
questions.
Steve Baker moved to authorize the purchase of a new Braun medic unit on the Interlocal Bid from
Eastside Fire and Rescue and authorize the Mayor to sign an interlocal agreement for Joint Purchasing of
Apparatus and Equipment, subject to final review by the City Attorney. Randy Tendering seconded the
motion which passed with a unanimous vote.

ADMINISTRATOR & STAFF REPORTS
City Administrator Allen Johnson spoke regarding the recent approval of capital funds for the Prairie
Creek Project. Allen also spoke briefly about Arlington's recent river issues.

MAYOR & COUNCIL MEMBER REPORTS
Debora Nelson and Marilyn Oertle gave brief reports, while Randy Tendering, Dick Butner, Chris Raezer,
Ken Klein and Steve Baker had nothing to report at this time.
Debora Nelson expressed her thanks to the city staff for maintaining the city sidewalks and flower beds
including an elderly neighbor of hers.
Mayor Barbara Tolbert gave a brief update.

ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 7:28 PM.
