HomeMy WebLinkAboutSigned Minutes 06-24-13Minutes of the Arlington City Council Workshop Council Chambers 110 East Third Street June 24, 2013 Councilmembers Present: Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer, Ken Klein, and Steve Baker Staff Present: Allen Johnson, Kristin Banfield, Jim Chase, Jim Kelly, Doug Schmidt, Tom Cooper, Chief Bruce Stedman, Chief Nelson Beazley, Kris Wallace, Maxine Jenft, Paul Ellis, Harold Smith, Paul Hunsaker, Jason Abrahamson, Steve Daggett, Bill Blake, Deana Dean, and Steve Peiffle. Council Members Absent: None Also Known to be Present: Jesica Stickles, Jan Schuette, Mike Hopson and Sarah Arney. Mayor Tolbert called the meeting to order at 7:OOPM. Marilyn Oertle moved to approve the agenda; Chris Raezer seconded the motion, which passed with a unanimous vote. WORKSHOP ITEMS — NO ACTION WAS TAKEN Fire Department Presentation Fire Chief Bruce Stedman reviewed Fire Department Suppression via Power Point presentation. Chief Stedman answered council questions throughout the presentation. Ambulance Purchase Chief Stedman spoke to the purchase of a new Braun Type 1 Module Medic Unit. Chief discussed the purchasing process, how much is available in the apparatus replacement fund presently and how much will be available upon delivery in seven months, and how much he estimates to get from the surplus of the 1999 ambulance. Chief and Doug Schmidt, Medical Services Administrator, answered council questions throughout. May 2013 Financial Report and 2014 Budget Calendar Finance Director Jim Chase started with an update on the bond refinance, indicating interest rates had actually gone up. Therefore the sale of the bonds is on hold. Jim reviewed the current financial report and the 2014 budget calendar. The Council mini retreat is scheduled for September 7th wherein preliminary budget details will be outlined. The property tax levy will be adopted in November and the 2014 budget adopted in December. Resolution to authorize investment of City of Arlington monies in the Local Government Investment Pool Jim Chase indicated he had been contacted by the State Treasurer's Office on updating the designee for the City of Arlington in the Local Government Investment Pool. Page 1 of 3 Minutes of the City of Arlington City Council Workshop June 24. 2013 NEP Stormwater Grant Bill Blake spoke regarding the National Estuary Program grant awarded to the city in the amount of $76,000.00. Discussion followed. Contract Amendment #2 with MSA for Prairie Creek Construction Enaineerinq Services Director Jim Kelly spoke on the proposal from Murray, Smith and Associates to perform construction engineering services on an as needed basis to support Phase 1 and Phase 2 construction of the Prairie Creek Drainage Improvement Project. Jim answered council questions throughout. Resolution to Surplus vehicles and equipment from Public Works Jim Kelly spoke regarding this resolution to declare certain property as surplus. The matter is set to go to public hearing on July V and back on Council meeting agenda on July 15th. Council had no questions regarding this matter. Request to award Proposal for third Columbarium at the Cemetery Jim Kelly spoke on this request to award the proposal for the purchase and installation of the third Columbarium to Automatic Wilbert Vault Company, Inc. Jim indicated that there was only one bid which is from the same company that made both the first columbarium in 1991 and the second columbarium in 1999. Jim indicated the second columbarium is almost full and the cemetery is now holding spaces in anticipation of the third columbarium. Jim answered council questions throughout. Ordinance amending Title 20 for Medical Marijuana Dispensaries and Collective Gardens Director Paul Ellis, Police Chief Nelson Beazley and City Attorney Steve Peiffle spoke on this matter. Discussion regarding the moratorium and how it's strictly about collective gardens and dispensaries, the county's position, and the proposed ordinance would allow us to be consistent with neighboring cities in the municipal court system. Jim, Nelson and Steve answered council questions throughout. Miscellaneous-CouncAlAtems City Attorney Steve Peiffle indicated that the King County Superior Court had entered an order dismissing the City of Arlington from the Cingular Wireless/AT&T lawsuit. Paul Ellis updated council regarding the surplus property on 67th and that a verbal offer had been received from Solid Rock. Paul also updated council on the transient and drug issues in Smokey Point. He indicated he had met with the property management company who is agreeing to cover the cost of cleanup, possibly with a Department of Corrections crew. Paul indicated the street fair is coming up and he will email the schedule out shortly. Jim Kell indicated the nighttime closure work on 67th Ave project is complete and they will be paving on June 28 , weather permitting. Chief Beazley indicated he had recently met Congresswoman Suzan DelBene. Public Comment Sarah Arney updated the council on the arts. The Sound Garden is complete and Art in the Barn in Oso will be the weekend of June 29-30.
