HomeMy WebLinkAboutSigned Minutes 06-10-13Minutes of the Arlington City Council Workshop Council Chambers 110 East Third Street June 10, 2013 Councilmembers Present: Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer, Steve Baker and Ken Klein Staff Present: Allen Johnson, Kristin Banfield, Paul Ellis, Nelson Beazley, Rory Bolter, Brian Dewitt, Terry Quintrall, Tom Cooper, Rob Putnam, Jim Kelly, Kris Wallace, Eric Scott, Roxanne Guenzler, and Steve Peiffle. Council Members Absent: None Also Known to be Present: Bob Nelson, Jesica Stickles, Sarah Arney, and Mike Hopson. Mayor Tolbert called the meeting to order at 7:OOPM. Marilyn Oertle moved to approve the agenda; Steve Baker seconded the motion, which passed with a unanimous vote. WORKSHOP ITEMS - NO ACTION WAS TAKEN Department Presentation - Police Police Chief Nelson Beazley introduced Commander Pat Slack and Sergeant Mark Richardson of the Snohomish County Regional Drug Task Force. Detective Rory Bolter gave a PowerPoint presentation on the function of the Snohomish County Drug Task Force. Questions were answered throughout the presentation by Detective Bolter and Commander Slack. Ordinance Amending Chapter 15.10 of the Arlington Municipal Code Fire Code Update Deputy Fire Chief Tom Cooper spoke to the necessity to amend the AMC to reflect the most current version of the Fire Code and the applicable appendices. Apparent Low Bidder Airport Blvd Phase 2 Proiect City Engineer Eric Scott presented the initial bid results from the June 6'h bid opening of Airport Blvd Phase 2. Staff will present the recommended responsible lowest bidder at the June 17'h Council Meeting for council award. Mr. Scott answered council questions. Apparent Low Bidder Phase I Prairie Creek Drainage Improvement Protect Public Works Director gave background of Prairie Creek bid results recommending contract be awarded to Taylor Excavators. Discussion followed. Resolution Declaring Sole Source for Flow Meters Public Works Director Jim Kelly outlined the request that the City adopt a resolution waiving competitive bidding requirements on purchase of open channel flow meters as a single source of supply from the Teledyne Isco flow meter company. Discussion followed. Eagle Heights II Final Lift of Paving Community Development Director Paul Ellis spoke to the agreement with Cornerstone Homes requiring final lift of paving and associated striping of Eagle Heights Il. Cornerstone is requesting reimbursement Page 1 of 2 Minutes of the City of Arlington City Council Workshop DRAFT June 10, 2013 per agreement as the final lift and striping has been completed. Paul answered additional council questions. Acceptance of 188"' Street Right of Way from Stillaquamish Tribe Paul Ellis requested the 188"' Street Right of Way agenda item be 'tabled" until a future date. Surplus Property Parcel Number 31052200402300 Paul Ellis spoke to the council regarding declaring property surplus to allow a higher and better use as industrial development. Resolution Authorizing Grant Application to WSDOT for Taxiway Lighting Airport Director Rob Putnam spoke to the request to apply for a WSDOT grant and proposed Resolution. Mr. Putnam answered council questions. Resolution Authorizing the Surplus and Disposal of Vehicles Airport Director Rob Putnam addressed the proposed surplus of several pieces of equipment (two pickup trucks and one roadside mower). Discussion followed. Miscellaneous Council Items Kristin distributed FAQ sheet on the Transportation Benefit District. Staff will attend Chamber meeting this week and present transportation issues within the City. Debora Nelson commented on the traffic light at 204th and Highway 9 and whether Jim Kelly had spoken to WSDOT. Randy Tendering commented on traffic control during Arlington High School Graduation. Mayor Tolbert is requesting staff come up with a process for citizen follow-up for citizens who ask questions at meetings.
