Minutes of the Arlington
City Council Workshop
Councilmembers Present: Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer,
and Ken Klein
Staff Present: Allen Johnson, Kristin Banfield, Jim Chase, Paul Ellis, Police Chief Nelson Beazley,
Detective Jonathan Ventura, Bryan Terry, Chris Young, Jay Downing, Dale Carman, Jim Kelly, Kris
Wallace, Deana Dean, and Steve Peiffle.
Council Members Absent: Steve Baker
Also Known to be Present: Jane Towery, Jan Schuette, Bob Nelson, Jesica Stickles, Sarah Arney, and
Mike Hopson.
Mayor Tolbert called the meeting to order at 7:OOPM.
Marilyn Oertle moved to approve the agenda; Randy Tendering seconded the motion, which passed with
a unanimous vote.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
2013 Bond Financing
Finance Director Jim Chase spoke regarding the upcoming bond refinance, interest rates, and savings.
Jane Towery, Managing Director with Piper Jaffray & Co., spoke to the resolution and sale of the bonds.
Ms. Towery and Jim Chase answered council questions throughout the discussion.
April 2013 Financial Report
Jim Chase reviewed the first quarter 2013 Financial Report and answered council questions.
Budget Amendment to purchase video equipment, computer and editing software
Chief Nelson Beazley spoke to the requested budget amendment to purchase video equipment, and
computer and editing software from the Asset Forfeiture funds and PEG Funds. Detective Jonathan
Ventura, Chief Beazley, and Bryan Terry answered council questions.
Community & Economic Development Department Presentation
Chris Young reviewed and explained the Permit Center portion of the presentation for the Community &
Economic Development Department.
Director Paul Ellis reviewed and explained the Economic Development portion of the presentation. Both
Chris and Paul answered council questions throughout.

Declare the merchantable trees at the Cemetery as surplus and authorize Public Works to hold a
timber sale
Director Jim Kelly spoke to cemetery tree project, requesting they be declared surplus with the timber
harvested to fund capital improvements at the cemetery. Paul Ellis answered council questions regarding
the city ordinance on tree replacement. Jim answered additional council questions.
Replacement of Two Airport Maintenance Trucks
Dale Carman spoke to the proposed replacement of two existing pickup trucks used for airport
maintenance and answered council questions. The purchase of two trucks has been approved by the
Airport Commission.
Airport Building 28 Ramp Project
Dale Carman spoke to the demolition and reconstruction of Building 28's existing ramp. The contract has
been approved by the Airport Commission.
2013 City of Arlington Striping/Thermoplastic Program
Jay Downing spoke to the re -striping project and answered council questions.
Replacement of Streets Department Tractor and Brush Cutter unit
Jay Downing spoke to the request to purchase a new Roadside Mower to replace the existing mower
which is need of substantial repair. Jay explained the issues with the current tractor and answered
council questions.
Extension of contract with Strategies 360
City Administrator Allen Johnson addressed the proposed contract amendment between the City of
Arlington and Strategies 360, modifying it to extend through December 31, 2013. Discussion followed.
Miscellaneous Council Items
Allen Johnson spoke regarding the budget and council mini retreat proposing September 7'h as a possible
date. Council agreed and was advised to contact Allen if they could not attend.
Randy Tendering commented on the Skagit County bridge collapse.
Public Comment
Jan Schuette questioned where the money for the tractor was coming from. Mayor Tolbert indicated it
would be paid by the department's Equipment Replacement Fund.
