Mayor Tolbert called the meeting to order at 7:OOPM and the pledge of allegiance followed.
APPROVAL OF THE AGENDA
Marilyn Oertle moved to approve the Agenda. Chris Raezer seconded the motion which passed with a
unanimous vote.
INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS
Police Employee of the Year Presentation
Police Chief Nelson Beazley introduced Sergeant Mark Pennington who was recognized as 2012 Police
Employee of the Year.
PROCLAMATIONS
National EMS Week
Medical Services Officer Doug Schmidt recognized the value and accomplishments of City of Arlington
emergency medical service providers.
Councilmember Chris Raezer then proclaimed the week of May 19-25, 2013 Emergency Medical
Services Week encouraging the community to observe this week with appropriate programs and
activities.
National Public Works Week
Public Works Director Jim Kelly recognized Public Works staff for all their hard work serving the citizens
of Arlington.

Councilmember Randy Tendering proclaimed the week of May 19-25, 2013 National Public Works Week
calling upon citizens and civic organizations to acquaint themselves with the issues involved in providing
our public works and to recognize the contributions which public works officials make every day to our
health, safety, comfort, and quality of life.
PUBLIC COMMENT
Terry Doiron - 411 S. French, requested the council review the Sign Code as it does not give any
leverage for the proposed sign at the Catholic Church. Council agreed to address the code at a future
workshop.
CONSENT AGENDA
Marilyn Oertle moved and Ken Klein seconded the motion to approve the Consent Agenda which was
unanimously carried to approve the following Consent Agenda items:
1. Minutes of the April 29 Joint Meeting and the May 6 and May 13, 2013 council meetings
2. Accounts Payable
Claims Checks #79243 through #79335 in the amount of $1,025,907.80
3. Short Term Interfund Loan for EMS Fund
4. Ordinance Changing PARC Start Time to 6pm
NEW BUSINESS
Snohomish Regional Drug & Gang Task Force ILA
Chief Nelson Beazley spoke to the Snohomish Regional Drug & Gang Task Force ILA, asking for council
approval.
Councilmember Steve Baker moved and Chris Raezer seconded the motion to authorize the Mayor to
sign the Interlocal Agreement with the Snohomish Regional Drug and Gang Task Force. The motion was
passed with a unanimous vote.
173rd Perteet Supplement #3
City Engineer Eric Scott addressed the agenda item.
Councilmember Deborah Nelson moved and Randy Tendering seconded to accept Supplement #3 to the
Perteet contract for design of 173rd Street and authorize the mayor to sign the contract, pending final
approval by the City Attorney. The motion was approved with a unanimous vote.
172"d Street Utility Easement with SR Galaxy LLC
Public Works Director Jim Kelly briefly spoke regarding the 172"d Street Utility Easement.
Councilmember Dick Butner moved to approve and accept the SR Galaxy Utility Easement and authorize
the City Attorney to draft the necessary documents for the mayor's signature. Randy Tendering
seconded the motion which passed with a unanimous vote.
Amendment #1 to Snohomish Countv Mutual Aid Agreement
Jim Kelly addressed the agenda item and asked for council approval of the agreement between
Snohomish County and the City.
Councilmember Randy Tendering moved to accept Amendment #1 to the Interlocal Mutual Aid
Agreement between the City and Snohomish County and authorize the mayor to sign the contract,
pending final approval by the City Attorney. Dick Butner seconded the motion which passed with a
unanimous vote.
Professional Services Agreement — Katy Isaksen & Associates
Jim Kelly spoke to the Professional Services Agreement with Katy Isaksen asking for council approval.

Councilmember Dick Butner moved and Randy Tendering seconded to accept the Professional Service
Agreement with Katy Isaksen & Associates for financial services and authorize the mayor to sign the
agreement, pending final review by the City Attorney. The motion was approved with a unanimous vote.
Request to Advertise for RFP for Cemetery Columbarium
Public Works Director Jim Kelly addressed the request.
Councilmember Randy Tendering moved and Marilyn Oertle seconded the motion to authorize City staff
to issue and advertise a Request for Proposal for the procurement and installation of a third columbarium
at the Arlington Municipal Cemetery, pending final review by the City Attorney. The motion was passed
with a unanimous vote.
Approval of Collective Bargaining Agreement with the Arlington Police Officers Association
Assistant City Administrator Kristin Banfield spoke to the police officers Collective Bargaining Agreement
asking for council approval.
Councilmember Marilyn Oertle moved to authorize the Mayor to sign the Collective Bargaining Agreement
with the Arlington Police Officers Association. The motion was seconded by Steve Baker, the motion
passed with a unanimous vote.
Approval of Collective Bargaining Agreement with Arlington City Employees (WSCCE, Council 2)
Kristin Banfield spoke to the proposed agreement with Arlington City Employees asking for approval.
Councilmember Marilyn Oertle moved to authorize the Mayor to sign the Collective Bargaining Agreement
with the Arlington City Employees. The motion was seconded by Ken Klein and passed with a
unanimous vote.
ADMINISTRATOR & STAFF REPORTS
None given.
COUNCIL MEMBER REPORTS and MAYOR'S REPORT
Councilmembers Butner, Tendering, Nelson, Oertle and Raezer gave brief reports while Klein and Baker
had nothing to report at this time.
EXECUTIVE SESSION
City Attorney stated there would not be a need for Executive Session.
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 7:55 PM.
