HomeMy WebLinkAboutSigned Minutes 05-13-13Minutes of the Arlington City Council Workshop Council Chambers 110 East Third Street May 13, 2013 Councilmembers Present: Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer, Ken Klein, and Steve Baker Staff Present: Allen Johnson, Kristin Banfield, Jim Chase, Jim Kelly, Nelson Beazley, Kris Wallace, Steve Peiffle and Roxanne Guenzler. Council Members Absent: None absent. Also Known to be Present: Jesica Stickles, Jan Schuette, Sarah Arney and Mike Hopson Mayor Tolbert called the meeting to order at 7:OOPM. Marilyn Oertle moved to approve the agenda; Randy Tendering seconded the motion, which passed with a unanimous vote. WORKSHOP ITEMS — NO ACTION WAS TAKEN Department Presentation — Information Technolagy Information Technology Manager Bryan Terry gave Power Point Presentation on the functions of the IT Department. Discussion followed. Snohomish Regional Drug & Gang Task Force ILA Renewal Police Chief Nelson Beazley spoke to the renewal of the Snohomish Regional Drug & Gang Task Force Interlocal agreement. Discussion followed with Chief Beazley answering council questions. Short Term Interfund Loan for EMS Fund Finance Director Jim Chase spoke to the loan needed by the Emergency Services fund to prevent the fund from having a negative cash balance at the end of March. Discussion followed with Mr. Chase answering council questions. 173rd Perteet Supplement #3 Public Works Director Jim Kelly addressed the request to amend the City of Arlington-Perteet Design contract in order to provide greater water and sewer service availability in the 17P area. Discussion followed with Mr. Kelly answering council questions. 172"d Street Utility Easement with SR Galaxy LLC Jim Kelly spoke to the 172" Street Utility Easement with SR Galaxy LLC. allowing for the installation and future maintenance of the sewer system along the SR Galaxy property. Mr. Kelly then answered council questions. Amendment #1 to Snohomish County Mutual Aid Agreement Jim Kelly spoke to the updated Mutual Aid Agreement with Snohomish County allowing the City to contract with the county for minor street projects and repairs or maintenance to streets, bridges, storm sewers, sidewalks, etc. Page 1 of 2 Minutes of the Citv of Arlinqton Citv Council Workshop DRAFT May 13, 2013 Professional Services Agreement — Katy Isaksen & Associates City Administrator Allen Johnson and Public Works Director Jim Kelly addressed the draft Professional Services Agreement with Katy Isaksen & Associates for continued technical and financial support services for the Public Works Department. Discussion followed. Request to Advertise for Request for Proposal — Cemetery Columbarium Jim Kelly spoke regarding the request to authorize the advertisement for Request for Proposals (RFP) for third Columbarium at the Arlington Cemetery. Discussion followed. Ordinance Changing PARC Start Time Assistant City Administrator spoke to the Parks Arts and Recreation Commission request to change their monthly meeting to 6pm instead of 7pm. The meeting time change requires a change to the ordinance. Miscellaneous Council Items None Public Comment Resident Jan Schutte inquired if the storm drainage issue at Stilly Athletic Club/Weston High School is included as part of the 173`d roadway project. Mr. Kelly stated it was included in the design. Executive Session City Attorney announced that there would be need for an Executive Session lasting approximately five minutes to discuss pending or potential litigation RCW 42.30.110 (1)(i). Council recessed at 8:00 PM for the Executive Session and emerged from the executive session at 8:05 PM. The meeting was promptly adjourned at 8:05 PM. Barbara Tolbert, Mayor Page 2 of 2
