The Cascade Valley Hospital Board of Commissioners, the Arlington City Council, and the
Arlington Public Schools Board of Directors held a joint meeting on April 29, 2013 at Cascade
Valley Hospital, 330 S. Stillaguamish Ave., Arlington, WA, to discuss matters of mutual interest.
Cascade Valley Hospital hosted, and CVH Board Secretary Steve Peterson called the meeting to
order at 6:30 p.m. Mr. Peterson welcomed all who were present.

Also present were Arlington School District staff members Sid Logan, Mike Johnson, Diane
Kirchner -Scott; City of Arlington staff members Steve Peiffle, Kristin Banfield, Nelson Beazley,
Bruce Stedman, Paul Ellis, Kris Wallace and Jim Chase; and Cascade Valley Hospital staff
members Heather Logan, Connie DiGregorio and Kathy Harris; as well as Arlington Times
reporter Kirk Boxleitner.
There were three guests in attendance.
GENERAL UPDATES
City of Arlington — Mr. Allen .Johnson, City Administrator
The City of Arlington Fast Facts sheet was distributed and reviewed. Mr. Johnson
commented on the road and highway situation. Federal and state dollars for projects are
available, but can't be accessed until existing roads/highways are maintained and there
has to be a very specific plan. There are 126 road segments either failing or that will fail
in the near future. After analysis of all streets in the city, a matrix has been developed to
cover a 10-year period. The City Council has created a Transportation Benefit District to
address the situation. Following many other cities in the area that have already increased
the sales tax percentage, a .2% sales tax increase has been proposed to fund the existing
roads/highway maintenance projects. A work session will be held in the near future to
determine what wouldfbe placed on the ballot -for -the August Primary. IVIr Johnson gave
a brief overview of current projects.
The budget continues to be an issue. Reserves have been depleted due to the economic
crisis, major employers leaving the area, etc. The goal over the next several years is to
build these reserves back up to acceptable levels. There are signs of economic recovery.
The space vacated by Meridian Yachts has been purchased by a developer and is
approximately 80% o leased. The space vacated by Northwest Hardwoods has also been
purchased by a developer who is working to expand existing businesses and attract
outside businesses to the area.
Arlington Public Schools Dr. Kristine McDufiy, Superintendent
Dr. McDuffy reported on the wrap up of the 2013 school year and also the start of
planning for 2014. Arlington will graduate close to 400 seniors this school year. The
District is in the middle of budget development and is projecting a slight increase in
students in 2014, retaining staff, building programs and even hiring administrators and
new teachers.

Mayor Tolbert and City Administrator Johnson were thanked for their participation in the
41h "Know Your Schools" event. This is a great way to see schools in action and all were
encouraged to participate in these events which are held each year in the spring and fall.
A packet was distributed for review. This packet includes the outstanding
accomplishments of the School District despite tough economic times and includes
information on honoring their National Board Certified teachers. Arlington has the
largest number of National Board Certified teachers compared to neighboring school
districts. Also, Kent Prairie Elementary was awarded the Washington Achievement
Award for 2012 for overall excellence and science.
The Washington Association of School Administrators (WASA) recognizes individuals
across the state each year as outstanding leaders. Both Chief of Police Nelson Beazley
and Fire Chief Bruce Stedman have been recognized and Dr. McDuffy indicated how
proud she was of their support to the school district.
Cascade Valley Hospital — Mr. Clark Jones, CVH Administrator
Mr. Jones reported on how the state budget is being monitored as it affects hospitals as
well as the expansion of the Medicaid program and Health Insurance Exchange and how
these will affect CVH in 2014.
HOSPITAL AFFILIATION UPDATE — Mr. Clark Jones, CVH Administrator
Mr. Jones reviewed a PowerPoint presentation on affiliation activities involving Cascade Valley
Hospital, Skagit Hospital and Island Hospital. The presentation included the reasons for the
decision to research an affiliation; the environment; the history of mergers, affiliations and
acquisitions; Board conclusions; the goals of an affiliation, etc.
The CVH Board conclusions included the difficulty for small, independent hospitals in an urban
or suburban setting to survive in the new healthcare environment; the best chance of retaining a
hospital in Arlington is through an affiliation with one of the large hospital systems; and that the
time to move is now.
In August an RFIOI was developed by a consultant hired by the three Public Hospital Districts
and distributed; responses were reviewed; and in March the three hospital boards ratified an RFP
which was distributed to four potential partners. Responses to the RFP are due April 30. These
responses will be reviewed to determine the level of interest and if there would be an affiliation
possible that meets the goals and objectives of the three Public Hospital Districts.

67" AVENUE AND 172nd STREET PROJECTS — Ms. Kristin Banfield/Ms. Kris Wallace
Ms. Banfield and Ms. Wallace gave an update on current projects including 67th Avenue NE and
172"d Street NE. The City has started constructing the final phase of improvements on 67rh
Avenue which are scheduled to be completed in 2014. This includes a new roadway with a
center -turn lane and traffic signal at 211 Place NE; completion of the Centennial Trail within
Arlington city limits; new sidewalks and lighting; and improved stormwater treatment, new fish -
passable culverts and wetland improvements. An outline was given on what to expect during
construction, the City's commitment to maintain access for local businesses and keeping the
community informed. Mr. Bill Blake, liaison for businesses and residents is the main "go -to" for
questions. The majority of the 67th Avenue reconstruction project is funded by state and federal
grants. SR 531 (172nd Street NE) repaving will start this July. The Washington State
Department of Transportation has awarded a $1.2 million contract to Granite Construction of
Everett to repave 172"d Street NE between 43rd Avenue NE and just west of SR9. Work will
begin around July 22 and is scheduled to be completed in fall 2013 and will be done in three
segments. The scope of the work, timelines, closures, detours, how to stay informed, etc., were
outlined. Coordination is ongoing with the fire and police departments to plan emergency routes
during the project.
STEM l AJAC PARTNERSHIP UDPATE — Dr. Kris McDuffy/Mr. Paul Ellis
-Dr. MCDuffy and Mr. Ellis reported on the Economic Alliance of Snohomish County -and the -Job - -
Skills Gap. Information was distributed and reviewed. A formal steering committee was formed
after hearing from local businesses about their needs and an open house was held on March 22.
The turnout was excellent. The Steering Committee includes the School District, City of
Arlington and Everett Community College, Workforce Development Council of Snohomish
County, Economic Alliance of Snohomish County, local businesses and Aerospace Joint
Apprenticeship Committee (AJAC). AJAC is leasing space at Arlington High School and has
brought in state of the art equipment to assist with training apprentices for local businesses.
Arlington is the first location in the state to pilot this curriculum for juniors and seniors in high
school. During the next school year, juniors and seniors will be trained to be job ready for
aerospace and manufacturing careers when they graduate.. Mr. Ellis reported the Steering
Committee will continue to look for additional opportunities.

GENERAL PARTNERSHIP UPDATES & EMERGENCY PREPAREDNESS — Mr. Sid
Logan/Mr. Paul Ellis/Ms. Connie DiGregorio
Mr. Logan reported on the partnership between the City and the School District to increase
police presence after the Sandy Hook incident. The Fire Department, Police Department, School
District and Cascade Valley Hospital are working together on the EMART (Emergency
Management Response Team). The City and Police Department are also working with the
School District on lock down procedures and there have been a couple of coordinated search and
rescue events.
A small grant was received for food composting and, thanks to the City, full recycling is in place
in all school buildings.
Mr. Ellis reported on the evaluation of communications and the proposal to utilize a radio system
to enhance communications, replace cell phones, reduce costs, etc. Equipment was identified
and Cascade Valley Hospital has agreed to the placement of a repeater on top of the hospital
building. Back-up power is available and the system can be used for emergency management
communication as well as other types of communication. Connie, Sid and Paul are meeting
quarterly to explore further opportunities to partner. They are also working with the Department
of Emergency Management on a grant for hardware.
Ms. DiGregorio reported on the hospital emergency department and the response team that has
been put in place to work with angry and combative patients. Approximately 45 individuals
have been trained to de-escalate situations that can arise. Ms. DiGregorio also thanked the
Arlington Police Department for their cooperation and availability to assist with these types of
events. Officers sometimes come in to the emergency department late at night to wait for calls
and the staff really appreciates their presence.
NEXT JOINT MEETING
The next Joint Meeting is scheduled for September 30, 2013. The City will host.
