Minutes of the Arlington
City Council Workshop
Councilmembers Present: Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer,
Ken Klein, and Steve Baker
Staff Present: Allen Johnson, Kristin Banfield, Jim Chase, Jim Kelly, Fire Chief Bruce Stedman, Paul
Ellis, Police Chief Nelson Beazley, Kris Wallace, Deana Dean, Steve Peiffle and Roxanne Guenzler.
Council Members Absent: None absent.
Also Known to be Present: Jesica Stickles, Jan Schuette, Bob Nelson, Scott Keith, and Mike Hopson.
Mayor Tolbert called the meeting to order at 7:OOPM.
Marilyn Oertle moved to approve the agenda; Randy Tendering seconded the motion, which passed with
a unanimous vote.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
1st Quarter Financial Report
Finance Director Jim Chase reviewed the 2013 1st Quarter Financial Report and answered council
questions.
Humane Society of Skagit Valley Contract Renewal
Police Chief Nelson Beazley spoke to the annual renewal of the agreement with the Humane Society of
Skagit Valley to care, detain and destroy stray animals from the City of Arlington. Discussion followed
with Chief Beazley answering council questions.
Acceptance of FEMA A.F.G Grant and Approval to Purchase EKG Defibrillators
Fire Chief Bruce Stedman spoke to the acceptance of a FEMA Assistance to Firefighter Grant and
approval to purchase two LifePak 15's EKG machines to include the passing of a resolution using a sole
source. Chief Stedman answered council questions regarding the purchase of the defibrillators and
approval of the grant.
Dedication of Right of Way at 35th and 188th
Community Development Director Paul Ellis addressed the dedication of Right of Way on the Southeast
corner of 35th and 188th. The proposed property is dedicated from an existing single family residential
property and completes pedestrian mobility between two short plats.
Street Closure for Special Events
Assistant City Administrator Kristin Banfield spoke to the scheduled Street Closures for the following
events:
Memorial Day Parade: May 27
Show & Shine Car Show: June 8
Arlington Street Fair: July 12-14
July 4th Parade: July 4

Appointments & Reappointments to Boards & Commissions
Kristin Banfield addressed the recommendation to appoint and reappoint the following citizens to Boards
and Commissions:

Interlocal Agreement with the Arlington Transportation Benefit District
Kristin Banfield addressed the Interlocal Agreement with the Arlington Transportation Benefit District
(TBD) which would authorize City staff to provide technical, financial and operational support for the TBD.
Discussion followed with Kristin answering council questions.
2013 Utility Project Authority to Bid
Public Works Director Jim Kelly spoke to the request to advertise construction of the 2013 Utility
Improvement Project which includes 172"d Sewer Extension and AC Pipe Replacement. Discussion
followed with Mr. Kelly answering council questions. Mr. Kelly agreed to provide a map or sketch in the
council packet.
Authority to Bid Prairie Creek Drainage Project, Phase I
Jim Kelly addressed the request to advertise construction of the Prairie Creek Drainage Improvement -
Phase 1 Project.
