Mayor Tolbert called the meeting to order at 7:OOPM and the pledge of allegiance followed.
APPROVAL OF THE AGENDA
Marilyn Oertle moved to approve the Agenda. Ken Klein seconded the motion which passed with a
unanimous vote.
INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS
Commander Willy Hughes, VFW Post 1561
VFW Commander Willy Hughes addressed the council sharing history and services offered by the
Arlington VFW Post.
Swearing In/Badge Pinning — Matt Hickman
Fire Chief Bruce Stedman introduced paramedic Matthew Hickman. Mr. Hickman then introduced family
and friends in attendance. City Attorney Steve Peiffle administered the oath with mother Laurie
performing the honor of pinning the badge on Mr. Hickman.
PROCLAMATIONS
National Volunteer Week
Mayor Tolbert proclaimed April 21-27, 2013 National Volunteer Week urging fellow citizens to volunteer in
their respective communities.
PUBLIC COMMENT
There was no one in the audience who wished to speak to matters not on the Agenda.
CONSENT AGENDA
Marilyn Oertle moved and Ken Klein seconded the motion to approve the Consent Agenda which was
unanimously carried to approve the following Consent Agenda items:
1. Minutes of the April 1 and April 8, 2013 meetings
2. Accounts Payable
Claims Checks #79021 through #79122 in the amount of $545,761.95

Resolution providing temporary increase to the City Administrator's signing authority for Change
Orders associated with the 67n Avenue Final Phase Project
Public Works Director Jim Kelly spoke to the proposed resolution, short discussion followed.
Councilmember Debora Nelson moved and Randy Tendering seconded the motion to approve the
proposed resolution authorizing a temporary increase to the City Administrator's signing authority to
$75,000 for Change Orders pertaining to the 67th Avenue Final Phase Project pending final approval by
the City Attorney. The motion was passed with a unanimous vote.
Airport Boulevard Phase 2 — Consultant Fees and Authority to Bid Protect
Jim Kelly addressed the agenda items.
Debora Nelson moved and Dick Butner seconded to approve Supplement 3 to the AECOM contract for
Airport Blvd Phase 2 and authorize the mayor to sign Supplement 3; to approve the KBA Contract for
Construction Management services for Airport Blvd Phase 2 and authorize the mayor to sign the contract;
and to authorize staff to bid Airport Boulevard Phase 2 construction; with each action pending final review
by the City Attorney. The motion was approved with a unanimous vote.
Waste Management Northwest Franchise Agreement Amendment #1
Jim Kelly briefly spoke to the components of the proposed amendment to the Waste Management
Northwest Franchise Agreement.
Councilmember Dick Butner moved to approve Amendment #1 to the Waste Management Northwest
franchise agreement and authorize the mayor to sign, pending final approval by the City Attorney.
Debora Nelson seconded the motion which passed with a unanimous vote.
Taxiway Alpha Lighting Project — Preliminary/Final Engineering
Airport Supervisor Dale Carman addressed the Taxiway Lighting Project and asked for council approval
of the contract with WH Pacific for preliminary/final engineering.
Councilmember Debora Nelson moved to approve a contract with WH Pacific for preliminary/final
engineering for the Taxiway Alpha Lighting Project for an amount not to exceed $164,527, subject to final
review by the City Attorney. Dick Butner seconded the motion which passed with a unanimous vote.
City of Arlington Urban Growth Area Expansion
Community Development Director Paul Ellis spoke to the proposed agreement between the City of
Arlington and City of Marysville regarding the future expansion of each city's respective Urban Growth
Area (UGA) in the vicinity west of Interstate 5. Paul and Jim Kelly answered council questions throughout
the discussion.
Councilmember Marilyn Oertle moved and Debora Nelson seconded to approve the Interlocal Agreement
with the City of Marysville regarding future urban growth areas requests as presented. The motion was
approved with a unanimous vote.
ADMINISTRATOR & STAFF REPORTS
None given.
COUNCIL MEMBER REPORTS and MAYOR'S REPORT
Debora Nelson, Marilyn Oertle and Randy Tendering gave brief reports, while Dick Butner, Chris Raezer,
Ken Klein and Steve Baker had nothing to report at this time.
EXECUTIVE SESSION
City Attorney announced that there would not be need for an Executive Session.
