HomeMy WebLinkAboutSigned Minutes 04-01-13Minutes of the Arlington City Council Meeting Council Chambers 110 East Third April 1, 2013 City Council Members Present by Roll Call: Dick Butner, Randy Tendering, Debora Nelson, Chris Raezer, Ken Klein, and Steve Baker Council Members Absent: Marilyn Oertle City Staff Present: Mayor Tolbert, Allen Johnson, Kristin Banfield, Jim Chase, Jim Kelly, Kris Wallace, Monica Schlagel, Roxanne Guenzler, Steve Peiffle — City Attorney Also Known to be Present: Sarah Arney, Jan Schutte, Maxine Jenft, and Mike Hopson Mayor Tolbert called the meeting to order at 7:OOPM and the pledge of allegiance followed. APPROVAL OF THE AGENDA Steve Baker moved to approve the Agenda. Chris Raezer seconded the motion which passed with a unanimous vote. PROCLAMATIONS Arbor Day Proclamation Debora Nelson read the proclamation urging the City of Arlington and all citizens celebrate Arbor Day to support efforts to protect trees and woodlands on April 13, 2013. Mayors Day of Recognition for National Service Proclamation Ken Klein read the proclamation requesting the City of Arlington support the Mayors Day of Recognition for National Service on April 9, 2013. PUBLIC COMMENT There was no one in the audience who wished to speak to matters not on the Agenda. CONSENT AGENDA Steve Baker moved and Chris Raezer seconded the motion to approve the Consent Agenda which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the March 18 and March 25, 2013 meetings 2. Accounts Payable Claims Checks #78924 through #79020 in the amount of $217,595.15 and Payroll Checks #27762 through #27782 in the amount of $1,221,186.65 3. Approval of Short Term Interfund Loan 4. Acceptance of Donation of pieces to sound garden 5. Resolution declaring Foreign Object Debris (FOD) Boss Component Purchases from a sole source 6. Airport Project Close -Out — Building 44 Roofing Project and Building 44 HVAC Re -Roof Project Page 1 of 3 Minutes of the City of Arlington City Council Meeting April 1, 2013 PUBLIC HEARING — TRANSPORTATION BENEFIT DISTRICT Public Works Director Jim Kelly briefly spoke to the benefit of pavement preservation by forming Transportation Benefit District. Public Hearing was opened at 7:07pm regarding Ordinance forming Transportation Benefit District. With no one in the audience wishing to speak, the Public Hearing was closed at 7:09pm. Discussion followed with City Administrator Allen Johnson and City Attorney Steve Peiffle answering questions. Debora Nelson moved to adopt the proposed ordinance enacting a new Chapter 3.94 of the Arlington Municipal Code entitled "Arlington Transportation Benefit District"; establishing a transportation benefit district; specifying the boundaries for the transportation benefit district and specifying the powers and functions of the district. Randy Tendering seconded the motion with Randy Tendering, Debora Nelson Chris Raezer and Ken Klein voting aye and Dick Butner and Steve Baker voting nay. Motion carried 4-2. UNFINISHED BUSINESS There was no Unfinished Business NEW BUSINESS Appointment of Al Junci to Library Board Assistant City Administrator Kristin Banfield addressed and recommended the appointment. Dick Butner moved and Randy Tendering seconded the motion to approve the Library Board recommendation and consent to the Mayor's appointment of Mr. Jung to the Library Board. The motion was passed with a unanimous vote. Reappointment of Don Munson and John Swizer and Appointment of New Applicant Chuck Clark to the Airport Commission City Administrator Allen Johnson addressed and recommended the reappointment of Don Munson and John Swizer and new applicant Chuck Clark to the Airport Commission. Debora Nelson moved and Ken Klein seconded the motion to reappoint Don Munson and John Swizer and appoint new applicant Chuck Clark to the Airport Commission. The motion was passed with a unanimous vote. Airport Mound Area Waterline Project Airport Director Rob Putnam addressed the project and recommended approval of the Mound Area Waterline contract. Debora Nelson moved and Randy Tendering seconded the motion to approve the contract for the Mound Area Waterline Project with Ponderosa Pacific Inc. in the amount of $79,114.45, subject to final review and approval by the City Attorney. The motion was passed with a unanimous vote. Resolution Changing 2-year Council Position to a 4-year Position City Attorney Steve Peiffle spoke to the "Council "At Large" Position and requested Council approve the change from a 2 Year position to a 4 year position. Steve Baker moved to approve the resolution formally acknowledging that the "at large" position is a four year position and not a two year position, and asking the county to amend the position title and term before the fall elections. Dick Butner seconded the motion which passed with a unanimous vote. Page 2 of 3 Minutes of the City of Arlington City Council Meeting April 1, 2013 ADMINISTRATOR & STAFF REPORTS None given. COUNCIL MEMBER REPORTS and MAYOR'S REPORT Debora Nelson, Chris Raezer, Ken Klein and Mayor Tolbert gave brief reports, while Dick Butner, Randy Tendering and Steve Baker had nothing to report at this time. EXECUTIVE SESSION City Attorney announced that there would not be need for an Executive Session.
