Council Chambers 110 East Third Street March 25, 2013 Minutes of the Arlington City Council Workshop Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer, Ken Klein, Steve Baker, Mayor Tolbert, Allen Johnson, Kristin Banfield, Jim Chase, Jim Kelly, Kris Wallace, Eric Scott, Rob Putnam, Dale Carman, Jan Bauer, Steve Peiffle — City Attorney Council Members Absent: There were no Council members absent. Also Known to be Present: Maxine Jenft — Cemetery Board, Bob Nelson, Jan Schuette, Mike Hopson — Airport Commission, Sarah Arney — North County Outlook, and Jessica Stickles Mayor Tolbert called the meeting to order at 7:OOPM. With a rearrangement in the Agenda allowing the February 2013 Budget Report to go first, Marilyn Oertle moved to approve the Agenda, and Ken Klein seconded the motion, which passed with a unanimous vote approving the Workshop Agenda. February 2013 Budget Report Finance Director Jim Chase distributed and offered as a power point presentation Current Financial Information and then spoke to the Budget information. He discussed ending fund balances, current reserve policy, 2013 Moody's Bond Rating, Arlington's rating history, 2011 Audit Findings, the City's incompliance with its own adopted policy, bond refinancing, savings; and the option of 2004 bond refinancing. Throughout and at the conclusion of the presentation Mr. Chase and Piper Jaffray Public Finance Investment Banking Managing Director Jane Towery answered Council questions. Ms. Towery stated that this is a good time for bonds to be purchased. She then reviewed and spoke to statistics regarding bonding. Public Works Department Presentation: Pavement Preservation Study With the use of a power point presentation Public Works Director Jim Kelly reviewed the conditions of local road pavement. Each of the 796 road segments had been assessed. Mr. Kelly summarized the information, identified types and conditions of roads, measured distresses with 7 different distress factors, gave roads a pavement numerical rating, and he then stated that preservation is cheaper than reconstruction. Mr. Kelly reviewed pavement investment needed and noted the cost of $5,619,105 for City pavement needs over the next 10 years and he answered Council questions throughout and at the conclusion of his presentation. A lengthy discussion followed which included the way in which the Transportation Benefit District might factor into local road preservation projects. Resolution Declaring Foreign Obiect Debris (FOD) Boss Component Purchases from a Sole Source Airport Supervisor Dale Carman discussed the FOD Boss component purchase coming from one source. He presented reasons for the request and stated that a resolution is needed for this request approval. Mr. Carman then answered Council questions. Page 1 of 2 Minutes of the City of Arlington City Council Meeting March 25, 2013 Airport Proiect Close -Out - Building 44 Roofing Proiect and Building 44 HVAC Re -Roof Proiect Dale Carman presented the project close-out and noted each project that is involved in the request. Airport Mound Area Waterline Proiect Dale Carman gave a description of the location and an explanation of the water loop project. Funds are available for the project. Action is requested at next week's Council meeting. Discussion, questions and answers followed. Resolution Changing 2-year Council Position to a 4»year Position to Comply with State Law City Attorney Steve Peiffle distributed and then spoke to RCW 35A.12.040 regarding Elections - Terms of elective officers — Numbering of council positions. He spoke to the current 2-year terms. A change would affect the next voting and the position would be a 4- year term, rather than a present 2- year at large position. Discussion followed. Acceptance of Donation of Pieces to Sound Garden Assistant City Administrator Kristin Banfield addressed the requested acceptance of pieces for the Sound Garden along the Centennial Trail donated by the Arlington Arts Council and would be installed as an Eagle Scout project, if accepted by the Council. Appointment of All Jung to Library Board Ms. Banfield reviewed the current recommendation of Al Jung's appointment to the Library Board. Approval of Short Term Interfund Loan Jim Chase addressed the requested Short Term Interfund Loan request. There were no questions.
