City Staff Present: Mayor Tolbert, Allen Johnson, Kristin Banfield, Jim Chase, Police Chief Nelson Beazley, Detective Phillips, Det. Sgt. Ventura, Sgt. Pennington, Officers Johnstone, Barrett and Wilde, Fire Chief Bruce Stedman, Fire Personnel Chess, Jenness, Captain Hillis, Daggett, Dickison, Captain Stuart, Normand, Honsowetz, Beam, Deputy Chief Cooper, Allen, Gustafson, Hargroves, Tachell, and Chamberlin, Jim Kelly, Paul Ellis, Monica Schlagel, Jan Bauer, Steve Peiffle — City Attorney Also Known to be Present: Maxine Jenft — Cemetery Board, Kathy Bullene — Arlington Library, Mike Hopson — Airport Commission, and Kirk Boxleitner — Arlington Times. Mayor Tolbert called the meeting to order at 7:OOPM, and the pledge of allegiance to the flag followed. APPROVAL OF THE AGENDA With moving the Appointment of Samantha Schuller to the Library Board from the INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS to NEW BUSINESS, Marilyn Oertle moved to approve the Agenda. Chris Raezer seconded the motion which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS Recognition of Kathy Bullene, Arlington Librarian Arlington Librarian Kathy Bullene was recognized for her 11 years' service at the library. She was presented a plaque and gave a brief speech. VFW Presentation to Officer Mike Philips VFW's Willy Hughes introduced Public Safety Officer William Morse who presented to Detective Mike Phillips a certificate for 2012 VFW Police Officer of the Year for North Snohomish County. AFD Badge Pinning for Firefighter Conner Chess Fire Chief Bruce Stedman recognized those from the Fire Department who were in attendance. Chief Stedman then gave brief information about the process through which Conner Chess went through to gain this position. Conner Chess was sworn in by City Attorney Steve Peiffle and the badge pinned on him by his grandfather. He introduced the rest of his family, thanked the community and the Department, and shook hands with Council and Staff. Tourism Presentation- Amy Spain Amy Spain, director of the Snohomish County Tourism Bureau introduced Jennifer Bravo and Jessica Voelker. Ms. Spain had previously distributed to the Council the Snohomish County Tourism Bureau Annual Report and with the use of a power point presentation she addressed this report. With the use of a power point presentation, Jennifer Bravo spoke to the Visitor Information Program and then turned the program back to Ms. Spain. Jessica Voelker spoke to the Snohomish County Tourism Promotion Area (TPA). They then answered Council questions. Page 1 of 3 Minutes of the City of Arlington City Council Meeting March 18, 2013 PROCLAMATIONS Paint the Town Purple Proclamation Mayor Tolbert read and proclaimed the City of Arlington Proclamation Paint the Town Purple Day for March 23, 2013. PUBLIC COMMENT Kari Ilonummi gave a report on his view of the U. S. economy. CONSENT AGENDA Marilyn Oertle moved and Debora Nelson seconded the motion to approve the Consent Agenda which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the March 4 and 11, 2013 Council meetings 2. Accounts Payable Electronic Payments and Claims Checks #78821 through #78923 dated March 5, 2013 through March 18, 2013 in the amount of $404,383.85 PUBLIC HEARING There was no Public Hearing. UNFINISHED BUSINESS There was no Unfinished Business. NEW BUSINESS Appointment of Samantha Schuller to the Library Board Assistant City Administrator Kristin Banfield addressed and recommended the appointment. Marilyn Oertle moved and Chris Raezer seconded the motion to approve Samantha Schuller to the Library Board. The motion was passed with a unanimous vote. Acceptance of Snohomish County Hotel -Motel Grant Community and Economic Development Director Paul Ellis addressed the requested gateway and way finding signs. He asked for approval of the project. Chris Raezer moved to accept the Snohomish County Tourism Promotion Assistance grants and authorize the Mayor to sign the contracts. Steve Baker seconded the motion which passed with a unanimous vote. LAG Agreement WSDOT- Airport Blvd Ph II Public Works Director Jim Kelly noted the needed certifying agency. Debora Nelson moved to approve the WSDOT documents for acceptance of the Airport Boulevard Phase 2 Grant and authorize the Mayor to sign the LAG agreement, subject to final review and approval of the WSDOT Local Programs and City Attorney. Randy Tendering seconded the motion that passed with a unanimous vote. LAG Agreement WSDOT-Smokey Point Blvd Mr. Kelly briefly reviewed the requested Agreement. Debora Nelson moved to approve the WSDOT documents for acceptance of the Smokey Point Boulevard Safety Grant and authorize the Mayor to sign the LAG agreement, subject to final review and approval of WSDOT Local Programs and the City Attorney. Randy Tendering seconded the motion that passed with a unanimous vote. Resolution Authorizing Interest to be Paid on the Interfund loan Between the Storm Water Fund and the Water Improvement Fund Finance Director Jim Chase gave a review of the different funds. He then answered Council questions. Page 2 of 3 Minutes of the City of Arlington City Council Meeting March 18, 2013 Marilyn Oertle moved to adopt the proposed resolution authorizing interest to be paid on the interfund loan between the Storm Water Fund and the Water Improvement Fund. Debora Nelson seconded the motion that passed with a unanimous vote. ADMINISTRATOR & STAFF REPORTS Mr. Johnson reminded the Council of the upcoming Open House at AHS on the new Technical Training program. Paul Ellis addressed the Country Charm (Graafstra) annexation which would require a public hearing before the Boundary Review Board for Agriculture Board scrutiny. COUNCIL MEMBER REPORTS and MAYOR'S REPORT Dick Butner, Randy Tendering, Marilyn Oertle, Chris Raezer, Ken Klein, Steve Baker and Mayor Tolbert gave brief reports, while Debora Nelson had nothing to report at this time. EXECUTIVE SESSION City Attorney announced that there would be need for an Executive Session.
