Council Members Absent: There were no Council members absent.
Also Known to be Present: Maxine Jenft — Airport Commission and Volunteer Coordinator, Bob Nelson,
Mike Hopson — Airport Commission, Jan Schuette, Sarah Arney — North County Outlook, Jessika Stickles,
Mayor Tolbert called the meeting to order at TOOPM.
Marilyn Oertle moved to approve the Agenda, and Debora Nelson seconded the motion, which passed
with a unanimous vote approving the Workshop Agenda.
WORKSHOP ITEMS - NO FINAL ACTION WAS TAKEN
Marysville Municipal Court — Judge Towers & Court Administrator Suzanne Elsner
Lori Towers, presiding Judge at Marysville Municipal Court, introduced Court Administrator Susan Elsner,
and with the use of a power point presentation, Judge Towers gave the 2012 State of the Court Address.
Topics included separation of powers, the use of video hearings with Snohomish County Corrections,
video hearings with Marysville, courthouse security, court unit, 2012 filings from the City of Arlington,
probation, other significant highlights, and challenges ahead for 2013. Suzanne Elsner also addressed
and answered Council questions.
Appointment of Samantha Schuller to the Library Board
Assistant City Administrator Kristin Banfield presented the requested appointment to the Library Board.
Arlington Municipal Airport Presentation
With the use of a power point presentation Airport Manager Rob Putnam and Airport Supervisor Dale
Carman gave an informational presentation on the Arlington Airport. Mr. Putnam reviewed Airport Staff,
factors that influence airport decisions, quitclaim deed, grant assurances, FAA conditions, profile for new
B Hanger, and local factors. Throughout and at the conclusion of the presentation, Mr. Putnam and Mr.
Carman answered Council questions.
Acceptance of Snohomish County Hotel -Motel Grant
Community and Economic Development Director Paul Ellis noted the two grants that have been received
from the Hotel -Motel Grant. He discussed newly proposed signs, the result of the grant, and some of the
placements considered for those signs. Mr. Ellis then addressed Council questions and concerns.
Transportation Benefit District
City Attorney Steve Peiffle and Public Works Director Jim Kelly addressed the option of the formation of a
Transportation Benefit District. Mr. Peiffle gave information on the legal process of a TBD formation. The
district would be created, and after that, funding would be sought. Mr. Peiffle then answered Council
questions. City Administrator Johnson distributed a possible 2013 Election Timeline calendar and for
Council consideration of a TBD. Discussion followed.

Prairie Creek Presentation/Project Update
With the use of a power point presentation Public Works Director Jim Kelly gave an update on the Prairie
Creek Project. This project will take place in 2 phases. He located the problem areas and noted the
proposed improvement solutions and funding resources and reviewed alignment alternatives 1 and 2.
Throughout the presentation Mr. Kelly answered Council questions, and he will return to the Council with
cost estimates.
LAG Agreement WSDOT-Airport Blvd Ph II and LAG Agreement WSDOT —Smoker Point Blvd
Jim Kelly talked about Federal Funds for City projects and the need for a certifying agency required, as a
result. WSDOT is that certifying agency.
Storm Water Inter -Fund Loan
Finance Director Jim Chase addressed the Water Inter -Fund Loan. He then answered Council questions.
Miscellaneous Council Items
Mayor Tolbert noted an April 25 PSRC meeting and asked Council who would like to attend.
PUBLIC COMMENT
There were no members of the Public who wished to speak on matters on the Agenda.
Jan Schutte announced a Saturday, March 23, Paint the Town Purple event. She also noted that both
girls' and boys' basketball teams from Arlington High School did well at the state tournament and will be
honored in an upcoming parade.
The meeting was adjourned at 8:50PM.
