City Council Members Present by Roll Call: Dick Butner, Randy Tendering, Debora Nelson,
Marilyn Oertle, Chris Raezer, Ken Klein, and Steve Baker
Council Members Absent: There were no Council members absent.
City Staff Present: Mayor Tolbert, Allen Johnson, Jim Chase, Monica Schlegel, Jim Kelly,
Dale Carman, Eric Scott, Kris Wallace, Linda Taylor, Paul Ellis, Jan Bauer, and Steve Peiffle —

Also Known to be Present: Bob Nelson, Maxine Jenft — Arlington Cemetery and Volunteer

Mayor Tolbert called the meeting to order at 7:OOPM, and the pledge of allegiance to the flag
followed.
APPROVAL OF THE AGENDA
Marilyn Oertle moved to approve the Agenda. Chris Raezer seconded the motion which passed
with a unanimous vote.
PROCLAMATIONS
National Colorectal Cancer Awareness Month
Mayor Tolbert read the National Colorectal Cancer Awareness Cancer Awareness Month
proclaiming March as a time to work for understanding and cure of this disease.
PUBLIC COMMENT
Kari Ilonummi talked about the uncertain United States economic situation.
CONSENT AGENDA
Marilyn Oertle moved and Chris Raezer seconded the motion to approve the Consent Agenda,
which was unanimously carried to approve the following Consent Agenda items:
1. Minutes of the February 19 and February 25, 2013 Council meetings
2. Accounts Payable
EFT Payments and Claims Checks #78731 through #78820 dated February 20, 2013
through March 4, 2013 for $319,781.54, and
EFT Payments and Payroll Checks #27744 through #27761 for the period February 1,
2013 through February 28, 2013 for $1,126,351.04

NEW BUSINESS
Airport Timber Bid Results
Dale Carman gave a history of the Airport Timber Sale and noted the resulting bids. The Airport
Commission has been given the information, and bid results are being directly addressed
tonight.
Mr. Carman and Public Works Director Jim Kelly then answered Council questions.
Debora Nelson moved and Dick Butner seconded the motion to accept the bid of the Pacific
Tree Management, LLC in the amount of $2,251.00 for the airport timber sale and authorize the
Mayor to sign a contract for the same, pending final approval by the City Attorney. The motion
passed with a unanimous vote.
67th Ave Bid Award
City Attorney Steve Peiffle gave a brief review of the $9.6 million construction project funded
largely by Federal and State dollars. He talked about the bid protests and apparent low bids,
which he then discussed, which included Marshbank Construction, Reece Trucking and
Interwest Construction. He continued review of the Reece protest and requested rewarding the
contract to Marshbank Construction.
Mr. Peiffle and Mr. Kelly then answered Council questions.
Debora Nelson moved and Marilyn Oertle seconded the motion to approve the resolution
rejecting the bid submitted by Reece Trucking and awarding the construction contract for the
67th Avenue Final Phase project to Marshbank Construction for the amount of $5,982,984.00
and authorize the Mayor to sign the contract, pending final review by the City Attorney. The
motion passed with a unanimous vote.
Design Contract with Cascade Engineering for 172"d Ave NE Sewer Extension
Jim Kelly described the requested sewer extension.
Dick Butner moved and Randy Tendering seconded the motion to authorize the Mayor to sign a
purchase order with Cascade Surveying and Engineering for the design of a sewer main on
172"d St. in the amount of $11,880.00, pending final review by the City Attorney. The motion
passed with a unanimous vote.
Authorization to Enter into CERB Grant Agreement
Kris Wallace reviewed the Grant Agreement for the Community Economic Revitalization Board
for Prairie Creek Drainage Improvement Project. She asked for project authorization
Dick Butner moved and Randy Tendering seconded accept the $1 million grant from the
Community Economic Revitalization Board to fund Phase 1 construction of the Prairie Creek
Drainage Improvement Project, and authorize the Mayor to sign the contract, pending final
review by the City. The motion passed with a unanimous vote.
Stilly Valley Little League MOU
Jim Kelly spoke to the previous MOU and partnership with the Stilly Valley Little League and
City of Arlington. He then asked for a 5 year extension of the project and answered Council
questions.

Randy Tendering moved and Dick Butner seconded authorize the Mayor to sign the
Memorandum of Understanding (MOU) between the Stilly Valley Little League and the City of
Arlington for the 2013-2017 seasons, pending final approval by the City Attorney. The motion
passed with a unanimous vote.
Adoption of Updated Cemetery Rules & Reaulations
Jim Kelly noted that the old Cemetery rules have now been updated and he is asking for
approval. He then answered Council questions.
Randy Tendering moved and Marilyn Oertle seconded the motion adopt the updated Cemetery
Rules & Regulations as written, pending final review by the City Attorney. The motion passed
with a unanimous vote.
DISCUSSION ITEMS
City Administrator Allen Johnson distributed and then addressed the Snohomish County
Economic Alliance information 2013 Transportation Package Analysis. Discussion followed.
COUNCIL MEMBER — MAYOR REPORTS
Dick Butner, Randy Tendering, Debora Nelson,
Baker and Mayor Tolbert gave brief reports.

EXECUTIVE SESSION
City Attorney announced that there would not be need for an Executive Session.
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 7:53PM.
