Mayor Tolbert called the meeting to order at TOOPM.
Marilyn Oertle moved to approve the Agenda, and Randy Tendering seconded the motion, which passed
with a unanimous vote approving the Workshop Agenda.
WORKSHOP ITEMS — NO FINAL ACTION WAS TAKEN
Fire Department Presentation
With the use of a power point presentation Fire Chief Bruce Stedman gave an overview of the Arlington
Fire Department. He reviewed job responsibilities for himself as Chief, as well as his staff, also
department, training, facilities, operations, and apparatus goals and objectives. Chief Stedman then
answered Council questions.
Airport Timber Bid Results
Dale Carman spoke to the timber sale bid reports, the result of clearing for the right of way for Airport
Boulevard Phase 2. Mr. Carman answered several Council questions. He noted that the bid has been
directed to Council by the Airport Commission.
Authorization to Enter into Community Economic Revitalization Board Grant Agreement
Public Works Director Jim Kelly distributed and addressed the Change of Use for Leased Property of the
CERB Grant Agreement. He then answered Council questions.
67th Ave Bid Results
City Engineer Eric Scott gave a history of the bids for the Final Phase of the 67th Avenue Final Project.
He answered Council questions, and discussion followed. The final bid results and request to award the
contract will be presented at the March 4, 2013 Council meeting.
67th Ave Communication Plan
Stormwater Manager Bill Blake presented the 67th Avenue Final Phase Project Communication Plan,
giving information on how the City will move forward with a proactive communication and outreach
program for the public regarding this project. The Council expressed their support of this communication
plan.
Design contract with Cascade Engineering for 172nd Ave NE Sewer Extension
Jim Kelly gave a brief presentation on the proposed sewer main that will connect with the new sewer
system installed at the roundabout. He then answered Council questions.

Stilly Valley Little League Memorandum of Understanding (MOU)
Mr. Kelly noted that the partnership with the Stilly Valley Little League has been wonderful. He asked that
the MOU be extended for another 5 years and noted changes that had been made.
Updated Cemetery Rules & Regulations
Mr. Kelly presented the reasons for updated Cemetery Rules and Regulations which make them more
current with more existing operation procedures. The Cemetery Board urges approval of the new Rules
and Regulations. Mr. Kelly then answered Council questions.
Year End 2012 & January 2013 Financial Reports
With the use of a power point presentation Finance Director Jim Chase gave a financial recap of 2012 vs.
2011. Some of the category figures presented included 2008 through 2012, as well. Mr. Chase
addressed Council questions and comments.
Jan Schuette, 18317 Cedarbough, Arlington, had her questions answered at the conclusion of the
presentation.
Council discussion followed.
2012 Goals Recap
Community and Economic Development Director Paul Ellis reviewed the 2012 Goals Report. He
answered comments and questions throughout the presentation.
2012 Grants Recap
Mr, Ellis reviewed the grants received by the City, July through December 2012.
MISCELLANEOUS COUNCIL ITEMS
There were no Miscellaneous Council Items.
PUBLIC COMMENT
Sarah Arney — North County Outlook asked where airport Timber Sale tree proceeds would be going.
