City Staff Present: Allen Johnson, Kristin Banfield, Jim Chase, Fire Chief Bruce Stedman, Jim Kelly, Paul Ellis, Bill Blake, Jan Bauer, Steve Peiffle — City Attorney Also Known to be Present: Jan Schuette, Mike Hopson — Airport Commission, Linda Byrnes — Arlington Rotary President, Kirk Boxleitner — Arlington Times In the absence of Mayor Tolbert, Mayor Pro Tern Marilyn Oertle called the meeting to order at 7:OOPM, and the pledge of allegiance to the flag followed. APPROVAL OF THE AGENDA Chris Raezer moved to approve the Agenda. Ken Klein seconded the motion which passed with a unanimous vote. PROCLAMATIONS Rotary Day On behalf of Mayor Tolbert, Assistant City Administrator Kristin Banfield read the Rotary Day proclamation. Linda Byrnes, President of Rotary, thanked the Council for the Proclamation and spoke to the polio project regarding the elimination of polio throughout the world. She invited those in attendance to an upcoming Rotary event, Music in the Man Cave, which will support this project. Rotarians in attendance were introduced. PUBLIC COMMENT There was no one in the audience who wished to speak to matters not on the Agenda. CONSENT AGENDA Chris Raezer moved and Steve Baker seconded the motion to approve the Consent Agenda, which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the February 4 and February 11, 2013 meetings. 2. Accounts Payable Electronic Payments and Claims Checks #78631 through #78730 dated February 5, 2013 through February 19, 2013 in the amount of $261,693.66 3. Makech Utility Easement PUBLIC HEARING There was no Public Hearing. Page 1 of 3 Minutes of the City of Arlington City Council Meeting DRAFT February 19, 2013 UNFINISHED BUSINESS There was no Unfinished Business NEW BUSINESS Authorization to Purchase New Mower Public Works Director Jim Kelly addressed the request for a new mower the cost split between the Cemetery and the Parks Department. Randy Tendering moved to authorize the staff to proceed with the purchase of a John Deere Commercial Zero Turn mower from the state bid list. Dick Butner seconded the motion that passed with a unanimous vote. Resolution to Waive Bid Requirements for the Purchase of New and Replacement Water Meters for Use by the City of Arlington Water Department Jim Kelly addressed the purchase request and explaining why the bidding process is not needed. He asked for authorization from the Council to use this sole source for the particular meter. Dick Butner moved to approve the proposed Resolution allowing the City to waive the bidding requirements on the purchase of new and replacement water meters. Randy Tendering seconded the motion that passed with a unanimous vote. Ordinance Amendinq Chapter 20.37 of the Arlington Municipal Code Regarding the Transfer of Development Rights program Economic and Community Development Director Paul Ellis and Stormwater Manager Bill Blake presented the Transfer of Development Rights request. Chris Raezer moved to adopt the proposed Ordinance amending Chapter 20.37 AMC Transfer of Development Rights. Ken Klein seconded the motion that passed with a unanimous vote. Resolution Adopting Washington Administrative Code (WAC) 365-198-040 and 060 Relatinq to Conservation and Development Through the Use of the Regional Transfer of Development Rights Program Paul Ellis and Bill Blake again presented information regarding the Regional Transfer of Development Rights Program. They then answered Council questions, and a brief discussion followed. Chris Raezer moved to approve the proposed Resolution adopting WAC 365-198 Interlocal terms and conditions for the Transfer of Development Rights. Ken Klein seconded the motion that passed with a unanimous vote. DISCUSSION ITEMS Paul Ellis gave the Economic Development news that for the first 5 weeks of this year, building permits and business licenses have increased, and it seems that there are more to come. There are indications that the housing market is on the upswing. A short discussion, also questions and answers followed. Jim Kelly gave an update on the Welcome to Arlington sign in regard to WSDOT, and discussion followed. MAYOR'S REPORT Marilyn Oertle announced an open house for Hallmark Homes on Wednesday February 27. All are welcome. COUNCIL MEMBER REPORTS — OPTIONAL Dick Butner, Randy Tendering, Debora Nelson, Chris Raezer, Ken Klein, Steve Baker, and Marilyn Oertle gave brief reports.
