Also Known to be Present: Sarah Arney — Arlington Arts Council, Mike Hopson — Arlington Airport Commission, Bob Nelson, Todd Morrow — Chief of Strategic Communications for Community Transit, and Jan Schuette Mayor Tolbert called the meeting to order at 7:OOPM. Marilyn Oertle moved to approve the Agenda, and Chris Raezer seconded the motion, which passed with a unanimous vote approving the Workshop Agenda. WORKSHOP ITEMS — NO FINAL ACTION WAS TAKEN Arlington Arts Council — Smokey Point Transit Center Art Representing the Arlington Arts Council, Sarah Arney, who has been working with the Community Transit, brought a new piece of art that is under consideration to be placed in the new Smokey Point Transit Center. At this time a decision has not been made by those at the Center. Ms. Arney then answered Council questions, and discussion followed. Representing Community Transit, Todd Morrow also addressed the proposal, stating that this piece of art maybe could work for the center, but the decision is still in process. Appointment to the Parks, Arts, and Recreation Commission Assistant City Administrator Kristin Banfield spoke to the PARC interview process and noted that Carey Sorensen has been recommended to join the PARC Board. Surplus of Vehicles from Fire Department Fire Chief Bruce Stedman and Medical Service Officer Doug Schmidt addressed the Proposal to surplus 2 fire vehicles. Any profits will be put back into the Fire Department. Ambulance Ordinance Chief Stedman and Fireman Doug Schmidt spoke to the proposed Ambulance Ordinance which protects the fire department and which would allow the system to remain as is. He has contacted ambulance companies within the area and there are no issues with any of them. There was then discussion regarding some of the Ordinance wording. Extension of Moratorium on Medical Marijuana Dispensaries and Collective Gardens Economic and Community Development Director Paul Ellis addressed the Moratorium on Medical Marijuana. Several municipalities have been working together on language for review. A lengthy discussion included how long a moratorium could be in effect. Chief Beazley also answered issue questions. Page 1 of 2 Minutes of the City of Arlington City Council Meeting January 28. 2013 iWORQ Permit Management Software With the use of a power point presentation Building Official Chris Young, along with Paul Ellis, gave a presentation on the requested iWORQ Permit Software which is under consideration for replacing Permit Trax, the system now in place. The iWORQ Program is a Web based multi -functional software system. No City server space would be necessary, since it is web based. A committee from all areas of the City has been formed and has reviewed the proposed program. This program is less expensive to operate and easily possible to expand, as necessary, by the City. Mr. Ellis, Mr. Young, and Public Works Director Jim Kelly answered many Council questions. Transfer of Development Rights Code With the use of a power point presentation, Stormwater Manager Bill Blake and Paul Ellis spoke to newly established TDR exchange rates, how this program should be proceeding, and when certificates should be obtained, and he looked over the Resolution adopting the program. Throughout the presentation Mr. Blake and Mr. Ellis answered Council questions. Mr. Blake asked for Council comments and questions so the project could be completed by the end of February. MISCELLANEOUS COUNCIL ITEMS There were no Miscellaneous Council Items. PUBLIC COMMENT Jan Schuette asked for someone to identify the area of the West Arlington Project. Bill Blake was able to give Ms. Schuette a map. EXECUTIVE SESSION City Attorney Steve Peiffle announced the need for an Executive Session for the discussion of pending or potential litigation [RCW 42.30.110(1)(i)]. The meeting was scheduled to last 15 to 20 minutes where no action would be taken during or after the meeting. The meeting was adjourned into Executive Session at 8:08PM. The meeting was reconvened at 8:20, and with no further business to come before the Council, the meeting was immediately adjourned. Barbara Tolbert, Mayor Page 2 of 2
