Mayor Tolbert called the meeting to order at 7:OOPM, and the pledge of allegiance to the flag followed.
APPROVAL OF THE AGENDA
Marilyn Oertle moved to approve the Agenda. Ken Klein seconded the motion which passed with a
unanimous vote.
PUBLIC COMMENT
Representing 2013 Relay for Life the three organizers representing Relay thanked the City for use of the
Council Chambers during their recent kick-off event. They spoke to this year's goals and progress that
has been made with the cancer survival rate. The Relay for Life dates are scheduled for June 22 - June
23, 2013.
CONSENT AGENDA
Marilyn Oertle moved and Debora Nelson seconded the motion to approve the Consent Agenda which
was unanimously carried to approve the following Consent Agenda items:
1. Minutes of the January 7 and 14, 2013 Council meeting
2. Accounts Payable
Electronic Payments and Claims Checks #78425 and #78427 through #78451 dated December
31, 2012 through December 31, 2012in the amount of $181,853.32, and
Electronic Payments and Claims checks #78426 and #78452 through #78540 and for January 8,
2013 through January 22, 2013 in the amount of $684,841.31
PUBLIC HEARING
There was no Public Hearing.
UNFINISHED BUSINESS
There was no Unfinished Business.
NEW BUSINESS
Ordinance to Reduce 2013 Automatic Utility Rate Increases for Water and Sewer Utilities
Public Works Director Jim Kelly spoke to monies used for the recent utility projects. He reviewed
information and noted that the full increase expected would not be necessary. Utility rates will only be
raised by $2.00, rather than the $5.00. Water rates will not increase.

Dick Butner moved to approve the Ordinance 2013-XXX amending the mandatory 2013 water and sewer
rate increases. Randy Tendering seconded the motion that passed with a unanimous vote.
Approval of Airport Blvd Change Orders
City Engineer Eric Scott addressed the Airport Boulevard Phase 1. One of the last steps in the process is
finalizing these outstanding change orders. He then addressed Change Orders #3 through #6 and
answered Council questions.
Debora Nelson moved to approve the Airport Blvd. Change Order 3 in a credit amount of $63,147.83,
Change Order 4 in the amount of $0, Change Order 5 in the amount of $38,938.53, and Change Order 6
in the amount of $0, and authorize the Mayor to sign said Change Orders, subject to final review by the
City Attorney. Marilyn Oertle seconded the motion that passed with a unanimous vote.
INFORMATION
Mr. Kelly gave an update on the bids for the 67th Avenue project and the construction process scheduled
to begin this spring. On February 12 there will be an Open House for the project. City Administrator Allen
Johnson stated that today there was police vehicular damage, the result of a high speed chase.
COUNCIL MEMBER AND MAYOR'S REPORT
Debora Nelson, Marilyn Oertle, Chris Raezer, Ken Klein, Steve Baker and Mayor Tolbert gave brief
reports, while Dick Butner and Randy Tendering had nothing to report at this time.
EXECUTIVE SESSION
City Attorney announced that there would be no need for an Executive Session.
With no further business to come before the Council, the meeting was adjourned at 7:35PM
