Also Known to be Present: Jan Schuette, Bob Nelson, Bruce Angell — Planning Commission Chair, Mike Hobson — Airport Commission, and Sarah Arney — North County Outlook Mayor Tolbert called the meeting to order at 7:OOPM. Marilyn Oertle moved to approve the Agenda, and Debora Nelson seconded the motion, which passed with a unanimous vote approving the Workshop Agenda. WORKSHOP ITEMS — NO ACTION WA TAKEN Long Range Water Supply Update Public Works Director Jim Kelly gave an update on recent work by the City staff in regard to finding an increase for Arlington's water supply source. This was an information -only discussion with no action requested in the future. Throughout the presentation Mr. Kelly answered Council questions. Recommendations on 2013 Automatic Utility Rate Increases Jim Kelly spoke to the mandatory Utility Rate increase scheduled to begin in January 2013. A study shows that the full $5.00 sewer rate increase would be only $2.00; in addition there would be no need for a water rate increase. Discussion and clarification followed. Airport Blvd Change Order City Engineer Eric Scott spoke to the Airport Blvd. Phase 1 project. He briefly reviewed change orders 3, 4, and 5 and addressed the $24,000+ credit. On another subject, Mr. Scott stated that there is a bid opening scheduled Thursday for the 67`h Avenue project, for which there seems to be a lot of interest from companies wishing to participate. Mr. Scott and Mr. Kelly addressed Council questions. NPDES Phase II 2013 -2018 Low Impact Design Stormwater Supervisor Bill Blake addressed the National Pollution Discharge Elimination System that has a goal of making Low Impact Design the preferred option for development. A grant is being sought for financial help. Mr. Blake then answered Council questions. Page 1 of 2 Minutes of the City of Arlington City Council Meeting January 14,_2013 Design Based Code Community and Economic Development Director Paul Ellis and Associate Planner Troy Davis presented the Design -Based Code formerly known as the Form -Based Code. With the use of a power point presentation Mr. Davis addressed the Code in regard to the Subarea Plan, staff information in relation to the draft from MAKERS FBC, and unresolved concerns of property owners and staff. He then reviewed the Code Articles, one by one, giving a brief synopsis of, and information on, each. Mr. Davis presented reasons for and examples of the Plan by projecting relevant views. Throughout the presentation Mr. Davis answered Council questions. This was a discussion -only presentation. Council will be asked to hold a Public Hearing in February on the Design Based Codes. The latest Code version will be sent to Council members. Presentations will be made to the Council as the Planning Commission completes each section. Miscellaneous Council Items Allen Johnson announced that Aces Casino has closed, while the Buzz Inn is doing better than projected. Mr. Ellis spoke to a complaint of harassment regarding excessive lighting in the Eagle Heights area. Discussion followed. PUBLIC COMMENT There were no members of the Public who wished to speak on matters on the Agenda. Sarah Arney spoke in support of the form based code rename.
