Councilmembers Present: Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer,
and Ken Klein
Staff Present: Allen Johnson, Kristin Banfield, Jim Chase, Paul Ellis, Bruce Stedman, Nelson Beazley,
Jonathan Ventura, Jay Downing, Dale Carman, Deana Dean, Steve Peiffle, Dave Kraski, Scott Hillis, Dan
Hargroves, Justin Honsowetz, Matt Hickman, Keegan Tachell, and Brian Price.
Council Members Absent: Steve Baker

Mayor Tolbert called the meeting to order at 7:05 PM
APPROVAL OF THE AGENDA
Marilyn Oertle moved to approve the Agenda. Debora Nelson seconded the motion which passed with a
unanimous vote.
INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS
PROCLAMATIONS
PUBLIC COMMENT
Joanne and Martin Van Leuven, Smokey Point business owners, spoke regarding crime and vagrancy in
the area near their business Kidzle B Kids.
Kari Ilonummi spoke regarding the national political and economic situation.
Annette Patterson spoke regarding vehicles going above the speed limit on Burke between Broadway
and Highway 9.
CONSENT AGENDA
Marilyn Oertle moved and Chris Raezer seconded the motion to approve the Consent Agenda which was
unanimously carried to approve the following Consent Agenda items:
1. Minutes of the May 20 and 28, 2013 Council meetings
2. Accounts Payable
Claims Checks #79336 through #79436 in the amount of $421,440.03
Payroll Checks #27802 through #27821 in the amount of $1,149,672.82

NEW BUSINESS
2013 Bond Financing
Finance Director Jim Chase addressed the Ordinance to Refinance the 2004 LTGO Bonds and the 2009
LTGO Bonds through Piper Jaffray & Co. and authorize the mayor to execute any necessary
documentation, subject to review by the city attorney. Marilyn Oertle moved to approve the Ordinance;
seconded by Chris Raezer and passed with a unanimous vote.
Budget Amendment to purchase video equipment, computer and editing software
Chief Nelson Beazley addressed the request to amend the 2013 Budget and authorize staff to purchase
video equipment, computer and editing software from the Asset Forfeiture funds and PEG Funds not to
exceed $13,035.52. Marilyn Oertle moved to approve the Ordinance; seconded by Debora Nelson and
passed with a unanimous vote.
Replacement of Two Airport Maintenance Trucks
Dale Carman addressed the request to approve the purchase of two 2013 Ford F150's off the state
purchasing contract not to exceed $55,000. Debora Nelson moved to approve the Ordinance; seconded
by Marilyn Oertle and passed with a unanimous vote.
Buildinq 28 Ramp Project
Dale Carman addressed the request to approve a contract for the Building 28 Ramp Project with Bianchi
LLC in the amount of $26,040.11. Debora Nelson moved to approve the Ordinance; seconded by Randy
Tendering and passed with a unanimous vote.
2013 City of Arlington Striping/Thermoplastic Program
Jay Downing requested council award the 2013 City of Arlington Striping/Thermoplastic Program Contract
to the low bidder, Stripe Rite Inc., for an amount not to exceed $40,055.50. Discussion regarding
crosswalk striping-.- Randy -Tendering -moved -to -approve the -Ordinance-, seconded by Dick Butnerand
passed with a unanimous vote.
Request to purchase new Roadside Mower
Jay Downing requested council approve the purchase of a new Tractor with Rotary Side Mower
Attachment outright with the available funds in the Street Department's Equipment Replacement Fund for
an amount not to exceed $100,000.00. Randy Tendering moved to approve the Ordinance; seconded by
Debora Nelson and passed with a unanimous vote.
Authorization to Contract with Strategies 360 for Lobbying Services for the remainder of 2013
City Administrator Allen Johnson requested council authorize the mayor to sign the contract with
Strategies 360 for Lobbying Services through December 31, 2013. Marilyn Oertle moved to approve the
Ordinance; seconded by Chris Raezer and passed with a unanimous vote.
Adoption of a Resolution strongly supporting 2013 Transportation Investment Package
Assistant City Administrator Kristin Banfield requested council adopt the proposed Resolution in strong
support of a 2013 Transportation Investment Package. Discussion regarding language of proposed
resolution. Marilyn Oertle moved to approve the Ordinance with the amendments outlined by
Councilmember Klein; seconded by Chris Raezer and passed with a unanimous vote.

INFORMATION
Fire Ops 101 training: Introduction by Captain Dave Kraski; presentation by Councilmember Raezer.
ADMINISTRATOR and STAFF REPORTS
None given.
MAYOR and COUNCIL MEMBER REPORTS
Mayor Tolbert and Councilmembers Butner, Nelson, Oertle, and Klein gave brief reports while
Councilmembers Tendering and Raezer had nothing additional to report at this time.
Mayor Tolbert expressed her thanks to fire department personnel on raising approximately $8,000.00 for
the MDA last weekend.
EXECUTIVE SESSION
City Attorney stated there would not be a need for an Executive Session.
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 8:23 PM.
