HomeMy WebLinkAboutSigned Minutes 9-24-12Minutes of the Arlington City Council Workshop Council Chambers 110 East Third Street September 24, 2012 Dick Butner, Randy Tendering, Debora Nelson, Chris Raezer, Ken Klein, Steve Baker, Mayor Tolbert, Allen Johnson, Kristin Banfield, Jim Chase, Jim Kelly, Eric Scott, Monica Schlagel, Maxine Jenft, Jan Bauer, and Steve Peiffle — City Attorney Council Members Absent: Marilyn Oertle Also Known to be Present: Jan Schuette, Curt Hecla, and Mike Hopson Mayor Tolbert called the meeting to order at TOOPM. Steve Baker moved to approve the Agenda, and Chris Raezer seconded the motion, which passed with a unanimous vote approving the Workshop Agenda. WORKSHOPITEMS NO FINAL ACTION WAS TAKEN Road Closure Request for Punkin Roll Assistant City Administrator Kristin Banfield asked for permission to close 15' Street Road so the pumpkins can roll down the hill during the October Halloween event. Authority to Apply for County Hotel -Motel Tax Grant Ms. Banfield requested authorization from the Council to apply for the County Hotel -Motel Grant. She then answered Council questions. Presentation on Pavement Preservation Program Prior to his presentation Mr. Kelly made two announcements: The Community Economic Development Grant Phase 1 has been passed and the City has now been invited to apply for Phase 2 of the grant. The Bystrom House deal has now closed. With the use of a power point presentation Public Works Director Jim Kelly gave information on Arlington's street system and a maintenance program. He discussed pavement preservation and management, including the six processes necessary for preservation management. Throughout and at the end of the presentation Mr. Kelly answered Council questions. August Financial Report With the use of a power point presentation Finance Director Jim Chase gave information on the General Fund — Inter -Fund Support, including inter -fund support, accounting and administrative services, airport support of police and fire (and EMS), engineering services, street fund, and other general fund transfers. Throughout and at the end of the presentation Mr. Chase answered Council questions. 2013 Legislative Agenda Kristin Banfield gave a history of the Unified Agenda, who the group includes, and issues that are developed as a united front for presentation to local legislators to provide greater assurance of success for their support. All issues discussed at this time included: a. Snohomish County Unified Agenda & Transportation Projects b. Sex Offender Housing c. Industrial Property Tax Abatement Page 1 of 2 Minutes of the City of Arlington City Council Meeting September 24, 2012 The City of Arlington will be hosting a Cities and Towns Dinner at the Medallion Hotel on Thursday, October 11. Council members were encouraged to attend. The Council Retreat is scheduled for this Saturday, at 8:30AM on September 29, in the Council room at Angel by the Winds Casino. The meeting should be concluded by 4:30PM or 5:0013M. Miscellaneous Council Items There were no Miscellaneous Council Items. PUBLIC COMMENT There were no members of the Public who wished to speak on matters on the Agenda. EXECUTIVE SESSION City Attorney Steve Peiffle stated there would be no need for an Executive Session.
