HomeMy WebLinkAboutSigned Minutes 9-17-12Minutes of the Arlington 04P City Council Meeting Council Chambers 110 East Third September 17, 2012 City Council Members Present by Roll Call: Dick Butner, Randy Tendering, Debora Nelson, Chris Raezer, Ken Klein, and Steve Baker Council Members Absent: Marilyn Oertle City Staff Present: Mayor Tolbert, Allen Johnson, Kristin Banfield, Paul Ellis, Jim Chase, Fire Chief Bruce Stedman, Deputy Fire Chief Tom Cooper, Jim Kelly, Monica Schlegel, Rita Shepard, Lynn Bridges, Cristy Brubaker, Marc Jan Bauer, Steve Peiffle — City Attorney Also Known to be Present: Maxine Jenft — Volunteer Coordinator, Mike Hopson — Airport Commission, Hank Graafstra, and Jan Schuette Mayor Tolbert called the meeting to order at 7:OOPM, and the pledge of allegiance to the flag followed. APPROVAL OF THE AGENDA Steve Baker moved to approve the Agenda. Chris Raezer seconded the motion which passed with a unanimous vote. PUBLIC COMMENT There was no one in the audience who wished to speak to matters not on the Agenda. CONSENT AGENDA Steve Baker moved and Chris Raezer seconded the motion to approve the Consent Agenda which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the September 4 and September 10, 2012 Council meetings 2. Accounts Payable EFT Payments and Claims Checks #77580 through #77675 dated September 5, 2012 through September 17, 2012 in the amount of $1,002,117.92 PUBLIC HEARING 60% Annexation Petition for the Graafstra Annexation The Public Hearing was opened at 7:02PM and with the use of a power point projection Economic and Community Development Director Paul Ellis located the property on an area map. He gave a description of the property and the different property owners. He asked for Council questions and there were none. Mr. Ellis answered questions from the public. Discussion included having the correct addresses, as well as changes that would take place regarding zoning. No action was taken. Council will address this at their October 1, 2012 meeting. The Public Hearing was closed at 7:04PM NEW BUSINESS Authorization for the Mayor to Sign a Memorandum of Understanding with Washington State Council of County and City Employees (WSCCCE) Council 2 Page 1 of 2 Minutes of the City of Arlington City Council Meeting September 17, 2012 Assistant City Administrator Kristin Banfield noted the tentative agreement that has been reached and ratified by Council 2. She gave a brief description of the MOU and asked for Council approval. Ms. Banfield explained Council 2 as organized public employees representing all City employees. Discussion followed. Steve Baker moved to authorize the Mayor to sign the Membership of Understanding with the WSCCCE Council 2. Chris Raezer seconded the motion that passed with a majority vote, with Dick Butner casting a vote in opposition. Authorization for the Mayor to Sign Interlocal Agreements for Emergency Medical Services with Fire Protection District 21 (Arlington Rural), District 24 (Darrington). and District 25 (Osoi Fire Chief Bruce Stedman spoke to the EMS Interlocal Agreements, explaining portions of the Agreement. Steve Baker moved to approve and authorize the Mayor to sign the Interlocal Agreements for Emergency Medical Services with Fire Protection Districts 21 (Arlington Rural), District 24 (Darrington), and District 25 (Oso). Chris Raezer seconded the motion that passed with a unanimous vote. Resolution Adopting the City of Arlington Transportation Improvement Plan for 2013-2018 Public Works Director Jim Kelly addressed the reasons for this TIP and gave a background. He then asked for Council questions, clarifying that these projects are a goal, some of which may not be reached, must be listed on the 6-year TIP in order to receive any future grant funding. Discussion followed. Debora Nelson moved to approve the proposed Resolution adopting the 2013-2018 Six Year Transportation Improvement Plan. Steve Baker seconded the motion that passed with a unanimous vote. ADMINISTRATOR & STAFF REPORTS Mr. Allen Johnson had nothing to report COUNCIL MEMBER and MAYOR REPORTS — OPTIONAL Debora Nelson, Mayor Tolbert, Ken Klein, and Steve Baker gave brief reports, while Dick Butner, Randy Tendering, and Chris Raezer had nothing to report at this time. Steve Baker mention that several members of the Public had asked that recent meeting power point presentations and information be made available on the City Website. Attorney Steve Peiffle announced that a Council Retreat is scheduled for Saturday September 29, 2012 8:30AM or 9:OOAM. EXECUTIVE SESSION City Attorney announced that there would be need for an Executive Session to review collective bargaining negotiations, grievances, or discussions regarding the interpretation or application of a labor agreement [RCW 42.30.140(4)]. The Session is scheduled to last approximately 20 minutes with no action taken before or after the meeting. The meeting was adjourned into Executive Session at 7:25PM. At 7:51 PM City Attorney Peiffle announced the need for 5 minutes more. The meeting was reconvened at 7:54PM, and with no further business to come before the Council, the meeting was immediately adjourned. Barbara Tolbert, Mayor Page 2 of 2
