Also Known to be Present: Sarah Arney — North County Outlook and Mike Hopson — Airport Commission Mayor Tolbert called the meeting to order at TOOPM. Marilyn Oertle moved to approve the Agenda, and Chris Raezer seconded the motion, which passed with a unanimous vote approving the Workshop Agenda. Gateway Siqn Designs Paul Ellis explained grant funding and discussion followed. This will be considered at the August Council meeting. Street Closure Request for Smokey Point BBQ Cook -Off & Market Place Event Capital Projects Manager Paul Ellis outlined proposed Barbeque Cook -Off & Market Place Event. He then answered council questions. Interlocal Agreement with Arlington Public Schools for School Resource Officer Police Chief Nelson Beazley explained the Interlocal Agreement with the Arlington Public Schools for a School Resource Officer, and answered Council questions. Police Vehicle Leases Chief Beazley outlined 4-year vehicle lease and explained that a large portion of funding is received from Stillaguamish Tribe. Council discussion included the reasons for leasing a SUV as opposed to a sedan and the issue of purchase vs. lease. Shoreline Master Plan — Final Comments from Ecology Natural Resources Manager Bill Blake outlined Shoreline Master Plan comments from the Department of Ecology. Airport Building 44 Improvements Airport Supervisor Dale Carman gave history of proposed Airport Building 44 Improvement project which includes roof replacement. He presented preliminary cost estimates and answered council questions Magnolia Meadows Paving Bid Results Public Works Director Jim Kelly advised the Council that the Fidalgo Paving from Arlington was the apparent low bidder on the Magnolia Meadows Paving Project. Second Quarter Financial Report With the use of an overhead presentation Finance Director Jim Chase gave the Second Quarter Financial Page 1 of 2 Minutes of the City of Arlington City Council Meeting July 23, 2012 Report and throughout the presentation Mr. Chase answered Council questions June Interfund Loan Jim Chase advised the Council of the need for Interfund Loan from the Equipment Replacement Fund to Equipment Rental and Maintenance Fund. Update to Fee Resolution Assistant City Administrator Kristin Banfield distributed a memo from Cemetery Board. Jim Kelly spoke to the proposed expanded product list for the Cemetery and then answered Council questions. Fire Chief Bruce Stedman spoke regarding the proposed Transport Fee increase and he answered Council questions Miscellaneous Council Items There were no Miscellaneous Council Items.
