Mayor Tolbert called the meeting to order at 7:OOPM.
Marilyn Oertle moved to approve the Agenda, and Chris Raezer seconded the motion, which passed with
a unanimous vote approving the Workshop Agenda.
Fire / EMS Funding Overview
With the use of a power point presentation, Finance Director Jim Chase gave a presentation on the Fire
Department — General Fund and the Emergency Services Fund for the year 2011 and projected for 2012.
Throughout the presentation Mr. Chase and Fire Chief Bruce Stedman answered Council questions.
Fireman Ruffner provided additional information regarding Smokey Point, giving a history of EMS:
funding, stations, and apparatus in that area.
PUBLIC COMMENT
Tony Salute, 1015 East Maple Street, Arlington, began a technology company in 2006 in Arlington,
now has 40 employees and slated for 125 jobs in the operation within the next year and a half. Without
having the same EMS and fire protection as now exists, he would be forced to search somewhere other
than the City limits as he expands his operation to a 120,000 square foot area.
Jim Strago, District 21 Chairman of the Board of Fire Commissioners, requests that the Board has
an active part in any changes that might occur.
Eric Nordstrom, District 21 Commissioner, 37 spoke to the ILA and service providers that could be
affected if changes were made.
Ordinance Amending AMC 3.32 Regarding Gambling Taxes
Assistant City Administrator Kristin Banfield spoke to the updated Draft Ordinance dealing with Gambling
Taxes. This deals with tax structures and appeal times. Ms. Banfield then answered Council and
Mayoral questions, as did Planner Todd Hall, Jim Chase and City Attorney Steve Peiffle.

West Arlington Sub Area Form -Based Code Draft
With the use of a power point presentation Associate Planner Todd Hall gave an update on the Draft
West Arlington Sub Area Plan. The anticipated adoption would be in October after both Planning
Commission and City Council Public Hearings. Throughout the presentation Mr. Hall answered Council
questions. Paul Ellis stated that there has been a lot of positive reaction in the community to the form
based code.
FAA Grant & Property Purchase and Sales Agreement
Airport Manager Rob Putnam spoke to the FAS Grant and Sale and Purchase Agreement for an
emergency generator for airfield lighting and the purchase of a 1-acre property.
Perteet Inc, — Supplement #2 to the 173rd St NE Desi n Contract
Public Works Director Jim Kelly reviewed the construction of 173' design, Amendment #2. He will be
asking for approval of Amendment #2 regarding the design of 173'd Street.
Design -Contract with MurraySmith Associates (MSA) for Prairie Creek Storm_ Drainage, Phase i
With the use of an overhead presentation Mr. Kelly provided information on the Prairie Creek Drainage
problems, and he spoke to the businesses that have been impacted by flooding in the Jensen Business
Creek, as well as businesses along 204th. Mr. Kelly is asking for an hydraulic analysis, proposed
alternatives, and funding for a solution for improvement to that area to resolve some of the problems
before next fall's rainy season. Throughout the presentation Mr. Kelly answered Council questions.
Resolution - Rejection of Stri eRite Bid for Street Line Painting
Mr. Kelly spoke to the traffic lane striping and the quality by different businesses. He asked that
Snohomish County do the striping, rejecting all other bids.
Mr. Kelly also addressed the emergency waterline, that bids have been accepted, and he spoke to the
response by contractors.
PUBLIC COMMENT
There were no members of the public who wished to speak on matters on the Agenda.
Executive Session
City Attorney Steve Peiffle stated that there was need for a 10 minute Executive Session for the
consideration of real estate lease or purchase or price [RCW 42.30.110(1)(b)-(c)] with no action taken
during or after the meeting.
The Council recessed into Executive Session at 8:43PM.
The meeting was reconvened at 8:56PM and with no further business to be taken, the meeting was
immediately adjourned.
