Mayor Tolbert called the meeting to order at TOOPM, and the pledge of allegiance to the flag followed.
APPROVAL OF THE AGENDA
Marilyn Oertle moved to approve the Agenda. Chris Raezer seconded the motion, which passed with a
unanimous vote.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS
Presentation from Arlington Lions Club
Karen Tendering from the Arlington Lions Club gave a brief listing of some of the events in which the
Lions have participated. Concerns for Terrace Park picnic tables resulted in the Lions adopting Tererace
Park, and they presented the city with $1,500. All of the Lions Club members present were recognized.
PUBLIC COMMENT
Jan Schuette, 18317 Cedarbough Loop, Arlington, spoke to the future of the Arlington Fire
Department, and asked that this be discussed in an open public forum.
Rick Isler, Chief Fire District 21, 12131 228th St NE, Arlington, asked that the Council seriously
consider the Fire Department change, and he then spoke to the integral agreements with other districts
and funds that could be affected with such a change.
Casey Paine, North County District has her home and several businesses in the North County
Area, expressed concerns in working with North County Fire and asked the Council to investigate other
resources. She also asked that the Council get more information before making decisions, that the
decision occur in a public forum, and that the City not make a hasty decision.
Councilman Ken Klein read a letter from "Concerned Citizens of Arlington", and he rebutted statements
within the letter which he stated were false.
At this time Mayor Tolbert, using an overhead projection, identified her Fire/EMS Service for Arlington
Short Term Solution and Long Term Solution which identifies the process which will be used in deciding

the fire issue. Discussion continued. The Fire Service issue will be addressed at next week's Council
Workshop.
CONSENT AGENDA
Marilyn Oertle moved and Chris Raezer seconded the motion to approve the Consent Agenda which was
unanimously carried to approve the following Consent Agenda items:
1. Minutes of the June 18 and 25, 2012 Council
2. Accounts Payable
Electronic Payments and Claims Checks #77047 through #77150 dated June 19, 2012 through
July 2, 2012 in the amount of $1,540,042.61, and
Payroll Checks #27566 through # 27585 for the period of June 1, 2012 through June 30, 2012
in the amount of $1,127,145.94
3. Resolution Authorizing the Surplus and Sale of a Ballistic Vest to the Stillaguamish Tribal Police
Department
PUBLIC HEARING
Ordinance Extending Moratorium on Medical Cannabis Collective Gardens for Six Months
At 7:20PM the Public Hearing was opened.
Community Development Director David Kuhl gave a history of Arlington's cannabis collective gardens in
this area, addressing the moratorium and actions which have taken place. Mr. Kuhl then gave the state
parameters for medical cannabis collective gardens and presented a draft regulation which is taken from,
and similar to, other nearby cities. The draft regulations will again be reviewed by the Planning
Commission. Many different points of view have been offered by attorneys.
The Public Meeting was closed at 7:26PM
Marilyn Oertle moved to direct staff to prepare an ordinance that extends the moratorium on the
establishment of medical marijuana dispensaries, collective gardens and the licensing and permitting
thereof from August 15, 2012 to February 15, 2013. Steve Baker seconded the motion that passed with
a unanimous vote.

NEW BUSINESS
Ordinance Approving Land Use Code Amendments for Gamblinq Establishments
David Kuhl gave a history of the requested Ordinance and reviewed the proposed changes.
Amendments to the AMC 3.32.050 could be discussed at a future meeting. Mr. Kuhl then answered
Council questions. City Attorney Peiffle suggested that this be reviewed by the City Attorney.
Marilyn Oertle moved to adopt the ordinance approving the amendments to Chapter 20.40, Land Use
Code, regarding gambling establishments, subject to the approval of the City Attorney. Steve Baker
seconded the motion that passed with a unanimous vote.
Award of Bid for 2012 Asbestos Concrete Water Main Replacement Proiect
City Engineer Eric Scott reviewed the requested project and the awarded contractor, E&D Excavating.
Dick Butner moved to award the construction contract for the 2012 AC Water Main Replacement Project
to E&D Excavating for the amount of $254,296.49 and authorize the Mayor to sign the contract, subject to
review by the City Attorney. Randy Tendering seconded the motion that passed with a unanimous vote.
ADMINISTRATOR & STAFF REPORTS
City Administrator Allen Johnson reiterated that the Fire Department issue would be addressed at the
next Council workshop.

COUNCIL MEMBER REPORTS — OPTIONAL
Debora Nelson, Marilyn Oertle, and Ken Klein, gave brief reports, while Dick Butner, Randy Tendering,
Chris Raezer, and Steve Baker had nothing to report at this time.
EXECUTIVE SESSION
City Attorney announced that there would be no need for an Executive Session.
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 7:39PM.
