HomeMy WebLinkAboutSigned minutes 5-21-12Minutes of the Arlington City Council Meeting Council Chambers 110 East Third May 21, 2012 City Council Members Present by Roll Call: Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer, and Ken Klein Council Members Absent: Steve Baker City Staff Present: Mayor Tolbert, Kristin Banfield, Paul Ellis, Jim Chase, Fire Chief Bruce Stedman, Firemen Ruffner, Hargroves, Honsowetz, Price, Schmidt, Gustafson, Hillis, Musal, and DeMoors, Jim Kelly, Eric Scott, Jeff Pitman, Rob Putnam, David Kuhl, Jan Bauer, Steve Peiffle — City Attorney Also Known to be Present: Ken Levesque — Planning Commissioner member applicant, Mike Hopson — Airport Commission, Sarah Arney — North County Outlook, and Kevin Dunn — Airport Businessman Mayor Tolbert called the meeting to order at 7:OOPM, and the pledge of allegiance to the flag followed. APPROVAL OF THE AGENDA Marilyn Oertle moved to approve the Agenda Chris Raezer seconded the motion which passed with a unanimous vote. PROCLAMATIONS National Emergency Medical Services Week, May 20-26, 2012 Fire Chief Bruce Stedman gave information on the numbers for services provided last year by Arlington's EMS personnel, and the increase seen for this year. Mayor Tolbert then read the National Emergency Medical Services Week Proclamation. National Public Works Week, May 20-26 Randy Tendering and Mayor Tolbert read the Proclamation of Public Works Week for May 20-26, 2012 In honor of Public Works Week City Employees will be wearing orange tomorrow. PUBLIC COMMENT There was no one in the audience who wished to speak to matters not on the Agenda CONSENT AGENDA Marilyn Oertle moved and Ken Klein seconded the motion to approve the Consent Agenda which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the April 30, 2012 Joint Meeting and the May 7 and May 14, 2012 Council Meetings 2. Accounts Payable Electronic Payments and Claims Checks #76699 through #76871 dated May 8, 2012 through May 21, 2012 in the amount of $804,246.81 3. Road Closures for Special events 4 Authorization to Proceed with a Privately Funded 9/11 Memorial at Firehouse 46 5 Resolution to transfer Public Works department equipment to other department 6. Ordinance Adopting the Airport Master Plan Update and associated Comprehensive Plan Amendment --- Marilyn Oertle noted that this item would be moved to the first item under New Business Page 1 of 3 Minutes of the City of Arlington City Council Meeting May 21, 2012 PUBLIC HEARING There was no Public Hearing UNFINISHED BUSINESS There was no Unfinished Business NEW BUSINESS Ordinance Adopting the Airport Master Plan Update and associated Comprehensive Plan Amendment Airport Manager Rob Putnam stated that there had been confusion within the distributed packet; he clarified the situation and asked for Council questions There were none Debora Nelson moved to adopt the Ordinance approving the Airport Master Plan Update and associated Comp Plan Amendments. Marilyn Oertle seconded the motion which passed with a unanimous vote. Appointment of Ken Levesque to the Planning Commission Community Development Director David Kuhl gave the background of the search for a Planning Commissioner Replacement. He noted the presence of Ken Levesque in the audience. Marilyn Oertle moved to approve the appointment of Ken Levesque to the Planning Commission, Chris Raezer seconded the motion that passed with a unanimous vote. 67th Ave. NE Phase III — BNSF Lebanon Crossing and Construction Easements City Engineer Eric Scott spoke to the requested easements, and he announced that Burlington Northern has now approved and signed the needed agreement. Mr. Scott then answered Council questions Debora Nelson moved to approve the BNSF Lebanon Crossing and Construction Easements necessary for construction of the 67th Ave. project and authorize the Mayor to sign, pending final review by the City Attorney. Randy Tendering seconded the motion that passed with a unanimous vote Authority to Bid the 2012 A/C Water Main Replacement Eric Scott stated that the City has 95 miles of waterline and a percentage of that is concrete/asbestos which is deteriorating. Portions of that waterline by the airport, as well as a small segment on Broadway, need to be replaced He then answered Council questions Dick Butner moved to grant City Staff the authority to bid the 2012 Water main Replacement Project, subject to review by the City Attorney. Marilyn Oertle seconded the motion that passed with a unanimous vote Airport Water Main Extension Bid Award Airport Manager Rob Putnam noted that this Bid Award had been addressed in an April Council Workshop meeting. Debora Nelson moved to approve the contract for the 2012 Arlington Airport Water Main Extension Project with DG Buchanan Construction, Inc., in the amount of $80,119.65. Randy Tendering seconded the motion that passed with a unanimous vote. Approval of Short Term Interfund Loans Finance Director Jim Chase gave a brief update of General Funds. Marilyn Oertle moved to approve the Short Term Interfund Loans made at the end of April 2012, as presented by the Finance Director, and direct those loans to be paid as soon as there are sufficient funds to do so. Chris Raezer seconded the motion that passed with a unanimous vote. MAYOR'S REPORT Mayor Tolbert gave a report of meetings and events she had recently attended.
