Also Known to be Present: Maxine Jenft — Volunteer Coordinator, Sarah Arney — North County Outlook, and Josh Herschlip — Aces Casino General Manager Mayor Tolbert called the meeting to order at 7:OOPM Marilyn Oertle moved to approve the Agenda, and Chris Raezer seconded the motion, which passed with a unanimous vote approving the Workshop Agenda. WORKSHOP ITEMS — NO FINAL ACTION WAS TAKEN BNSF Lease Agreement for 671h Ave NE Phase III Public Works Director Jim Kelly and Senior Engineer Eric Scott addressed the request to BNSF to obtain the four rights -of -way easements, needed for the 67'h Avenue project. One is a permanent easement, and one has a per year use plus 3% increase each year. There are other fees the city would be responsible for, plus the retaining wall would mean an indefinite land lease. Discussion followed. Throughout the presentation Mr. Kelly and Mr. Scott answered Council questions. Public Safety 9/11 Memorial Design Fire Chief Bruce Stedman spoke to the history and the design in which the Twin Towers piece would be incorporated into the design of the Public Safety 9 / 11 Memorial at Fire Station 46. Currently more than $18,000 has been collected while fundraising has not officially begun. The dedication ceremony is preliminary scheduled for Tuesday, September 11, 2012. During the presentation Chief Stedman answered Council questions. Conversation centered around a concern that the Arlington Arts Council had not been asked to actively be involved in the design.. A lengthy discussion and explanation followed. It was decided that this is not an artistic display, rather it is a memorial Draft Fee Resolution Assistant City Administrator Kristin Banfield gave a background of the Draft Fee Resolution, a document which will be more easily accessible by the citizens and staff; information will be all in one place and easily updated. She then reviewed some of the changes proposed and requested that Council members review the document and return with questions and concerns. Ms. Banfield answered Council questions throughout the presentation. At one point Maxine Jenft from the Cemetery Board answered Council questions. One of the document changes deals with reappointments. She then answered Council questions. A review of the Public Art Committee needs to take place. There was a lengthy discussion regarding reappointments. Miscellaneous Council Items There were no additional Council Items.
