HomeMy WebLinkAboutSigned minutes 2-27-12Minutes of the Arlington City Council Workshop Council Chambers 110 East Third Street February 27, 2012 Dick Butner, Randy Tendering, Debora Nelson, Marilyn Oertle, Chris Raezer, Ken Klein, Steve Baker, Mayor Tolbert, Kristin Banfield, Jim Chase, Police Chief Nelson Beazley, Rory Bolter, Jim Kelly, Eric Scott, Rob Putnam, Roxanne Guenzler, Julie Good, Linda Taylor, Kris Wallace, Cristy Brubaker, Jan Bauer, and Steve Peiffle — City Attorney Council Members Absent: No Council member was absent. Also Known to be Present: Neil Knutson and Mike Hopson — Airport Commission Mayor Tolbert called the meeting to order at TOOPM. Marilyn Oertle moved to approve the Agenda. Chris Raezer seconded the motion, which passed with a unanimous vote approving the Workshop Agenda. WORKSHOP ITEMS — NO ACTION WAS TAKEN Haller Well Rehabilitation — Authorization to Award Contract to Shannon and Wilson Public Works Director Jim Kelly spoke to the Haller Wellfield Rehabilitation project and requested the Council move forward to award the project to Shannon & Wilson. He stated the reasons for this request and answered questions asked about the project. 67th Ave. Right of Way Easements and Dedications Package #5 Public Works Senior Engineer Eric Scott presented Package #5 for discussion and he made a request for approval of the Right of Way Package at the next Council meeting. Mr. Scott answered Council questions. Public Works Trust Fund Loan — Authorization for Early Payoff Public Works Staff Accountant Kris Wallace spoke to the Public Works Trust Fund Loan and requested an early payoff for that loan. She then answered Council questions. Contract for Pipe Removal on Airport Lot 108 Airport Manager Rob Putnam addressed the cleanup activities performed, or planned to take place, which have been requested because of Airport property contamination. He then answered Council questions. January 2012 Financial Report With the use of a power point presentation Finance Director Jim Chase gave an informational presentation on the January 2012 Financial Report. Throughout the presentation Mr. Chase answered questions from the Mayor and Council. At the conclusion of his presentation Mr. Chase addressed the City's upgraded bond rating. Adopting an Ordinance to Allow for Short Term Interfund Loans Jim Chase addressed the reasons for creating a temporary interfund loan. He then answered Council questions and addressed concerns regarding Council notification of funds that would be / have been used. Page 1 of 2 Minutes of the City of Arlington City Council Meeting February 27, 2011 4th Amendment to the Interlocal Agreement with Snohomish County Public Works for Equipment Maintenance / Repair Service Jim Chase addressed the addendum to an Interlocal Agreement with Snohomish County Public Works. He then answered Council questions. Presentation on Public Safety Staffing Previous to the meeting Police Chief Nelson Beazley distributed Impact of Economic Downturn on Public Safety Staffing, February 27, 2011 then along with Jim Chase and with the use of a power point presentation Chief Beazley projected and reviewed the Staffing Request. Throughout the presentation Chief Beazley answered Mayor and Council questions. A lengthy discussion followed. Each Council member was encouraged to individually respond to Chief Beazley with questions and concerns. Assistant City Administrator Kristin Banfield distributed a brief summary of House actions in regard to the Washington state budget. She then spoke to some of the results for the City of Arlington.
