Also Known to be Present: Maxine Jenft — Cemetery Board, Bob Nelson, Walt Riebe, Mike Hopson, Sarah Arney — North County Outlook, and Brittany Kleinman Mayor Tolbert called the meeting to order at 7:OOPM. Marilyn Oertle moved to approve the Agenda, and Chris Raezer seconded the motion, which passed with a unanimous vote approving the Workshop Agenda. WORKSHOP ITEMS — NO FINAL ACTION WAS TAKEN Briefing from Washington Cities Insurance Authority Lisa Roberts from Washington Cities Insurance Authority gave an informational presentation regarding the Washington Insurance Authority and the role it plays in the City of Arlington's insurance program. She addressed how members should respond to common Council situations and then she answered Council questions. 67th Avenue Phase III Right of Way Procurement Package #4 City Engineer Eric Scott, along with Public Works Director Jim Kelly, spoke to the Right of Way Easements along 67th Avenue. He addressed the three types of rights of way and noted that 17 of the total 19 agreements needed have been signed. Mr. Scott then answered Council questions Airport Boulevard Request to Bid Eric Scott and Jim Kelly spoke to the Airport Boulevard project. With the use of a power point presentation Mr. Scott gave an overview of the Airport Boulevard design, costs, history, and schedule of events. Mr. Scott then answered Council questions. Airport Boulevard Proiect Prospectus and Local Agency Agreement with WSDOT Mr. Kelly and Mr. Scott addressed Airport Boulevard Agreements with WSDOT. They then answered Council questions. Mr. Kelly distributed information and then spoke to a truck that would be purchased from Dwayne Lane for $7,500. This does not need to go out to bid. Interlocal Agreement with Arlington School District for School Resource Officer Police Chief Beazley gave the history of the School Resource Officer position and the cost that would now be shared by the School District and the City. Page 1 of 2 Minutes of the City of Arlington City Council Meeting February 13 2012 2012 Comprehensive Plan Amendments Preliminary Docket With the use of a power point presentation Associate Planner Todd Hall noted items proposed for the 2012 Comp Plan Amendments Preliminary Docket. He briefly spoke to each of the items and answered Council questions. There will be a Public Hearing at the February 23 Planning Commission meeting. Cancellation of ILA with Darrington for Building Inspection Services Community Development Director David Kuhl gave the history of this ILA for Building Inspection Services in Darrington and briefly spoke to the need to suspend these services. He asked to change the ILA to accommodate Darrington for a short time and with a raise in the inspection cost. The Council asked for a 60-90 day time limit for the ILA. Graafstra/Country Charm Annexation Mr. David Kuhl talked about the petition for the Graafstra Annexation, giving a sketch of the background, a description of the property, and activities already present on the property. The Annexation is a lengthy process required by State law. Mr. Kuhl then answered Council questions. 2011 Grants Report Assistant City Administered Kristin Banfield spoke to the $6.9 million Arlington has received in grant money for City projects since March 2011. Ms. Banfield addressed some of the grant monies and then answered several Council questions. 2011 Goals Report With the use of a power point presentation Ms. Banfield spoke to the progress of the City's 2011 goals.
