The Cascade Valley Hospital Board of Commissioners, the Arlington City Council, and the
Arlington Public Schools Board of Directors held a joint meeting on January 30, 2012 at Cascade
Valley Hospital, 330 S. Stillaguamish Ave., Arlington, WA, to discuss matters of mutual interest.
Cascade Valley Hospital hosted, and CVH Board Chair Tim Cavanagh called the meeting to
order at 6:30 p.m. Mr. Cavanagh welcomed all who were present.

Also present were Arlington School District staff members Sid Logan, Mike Johnson, Julie
Davis and Ed Aylesworth; City of Arlington staff members Nelson Beazley, Paul Ellis and Jim
Chase; and Cascade Valley Hospital staff members Heather Logan and Kathy Harris as well as
Arlington Times reporter Kirk Boxleitner.

GENERAL UPDATES
City of Arlington — Mr. Allen Johnson, City Administrator
The City has a new Mayor and three new Council Members. Mr. Johnson reported on the
business process retreat held on January 21 and the typical goal setting retreat scheduled
for May or June as the city begins the 2013 budget process. The 2012 budget has been
adopted. A brief update was given on various city projects including the West Arlington
Plan, some new annexations, recent housing development, development of the old
Bayliner site and new businesses that have opened in the area. Also, in 2012 some fairly
sizeable road construction projects are planned. The Legion Park Visitor Center is
scheduled to be completed in February and a grand opening will be held in April or May.
Two grants were received from Snohomish County allowing two additional gateway
signs into the City. Mr. Johnson commented on the recent snow storm that dumped up to
one foot of snow and gave credit to the crews who worked 12-hour shifts around the
clock. The City has received sizeable dollars from the Tribes and the Fire and Police
Departments are very grateful for this grant as this will allow the purchase of some much
needed equipment. The Eagle Festival is scheduled for Saturday, February 4. There will
be wine tasting and an Art show on the evening of Friday, February 3 at Magnolia Hall.
Cascade Valley Hospital — Mr. Clark Jones, CVH Administrator
Mr. Jones reported that the hospital is actively monitoring the actions of the state
legislature as budget issues and proposed legislation have a large impact on the hospital.
The new Smokey Point clinic is scheduled to open soon. There has been a tremendous
amount of affiliation and merger activity in healthcare across the nation as well as here in
our area. CVH has signed an affiliation agreement with Island Hospital and Skagit Valley
Hospital to work on various enterprises including joint contracting, potential cost savings
and possibly going beyond that. The Board spent time today with a consultant to
determine if we should be looking at further affiliations in the future. Cascade Valley
Hospital has been involved in three licensure surveys in a period of two months involving
the Hospital, Surgery Center and Lab. All were successful.

Arlington Public Schools — Dr. Kristine McDuff, Superintendent
Dr. McDuffy commented it was great to have 14 of the 5,340 students in attendance at
this meeting. She firmly believes that the students are the community's most valuable
resource. The Arlington Public Schools Report was distributed and briefly discussed.
The fourth annual State of the District address is scheduled for Tuesday, January 31 at
6:00 p.m. at Weston High School. She shared a bit about expanding student
opportunities, including an increased focus on the STEM program (Science, Technology,
Engineering and Mathematics). The bar has been raised across the nation and AHS was
called out as a "school of distinction", one of only 11 in the state. Dr. McDuffy stated she
is very proud of the work of both students and the staff member team. The School
District is hosting a "Know Your Schools" event on February 8 which provides the
opportunity to invite community members into the schools to visit classrooms and
interact with teaching and support staff.
NEW CLINIC UPDATE
Clark Jones gave an update on the new ambulatory clinic at Smokey Point that CVH is
participating in with Skagit Valley Hospital. The new clinic will allow the expansion of the
number of primary care providers in the community as well as bring specialty physicians into the
community. Cardiology and Dermatology have already been brought in and other specialties will
rotate through. The clinic is 42,000 square feet and borders 172nd. The scheduled opening date is
March 26. The clinic will be fully "electronic" with an electronic medical record. A PowerPoint
presentation with photos of the site and clinic footprint was viewed.
SCHOOL PROGRAMS & OPERATION LEVY
The ballots for the School Programs and Operation Levy are in the hands of the voters. A lot of
energy has been expended getting the word out the last few months. The M & O title change has
been pretty significant. Key facts were reviewed including the fact this is a four-year levy
involving 2013- 2016, rate per 1,000, the areas the levy will support, etc. The District is working
hard to be excellent stewards of the community's resources. Kris shared about two recent
recognitions the District received for efficient operations. There are a vast number of bills
affecting public education. Dr. McDuffy discussed the Supreme Court Ruling regarding the
McCleary case which is a landmark case involving funding of public education. She touched on
a few of the current legislative considerations affecting schools. Dr. McDuffy noted that through
all of the budget cuts the District's students are making steady progress.

EMERGENCY MANAGEMENT REPORT
Paul Ellis and Sid Logan reported the last few months have been spent planning how to proceed
with the loss of Chris Badger who worked in the emergency management role for all three
organizations. Each organization has appointed a coordinator to work with the group. A table top
training exercise was held November 10, 2011 that involved the rupture of a high pressure gas
line near a school. Future table top exercises are in the planning stage. Ed Aylesworth, Food
Service Director for the School District was introduced. Ed will be taking the lead on emergency
management for Arlington Public Schools. Sid Logan reported on the Maryland training held in
2011 that involved the Fire and Police Departments, Snohomish County Health District and the
School District.
SCHOOL RESOURCE OFFICER
Nelson Beazley reported he is pleased with the partnerships with the City and School District
regarding the role of the Resource Officer. This program was started in 1990 as a cost sharing
partnership. A few years ago, the School District had to drop out of sharing the cost to fund the
program due to budget cuts. Dr. McDuffy is very committed to continuing this partnership
because of the value of the program and the School District will resume sharing the cost. An
Inter -Local Agreement will be presented to the Council and School Board in February for
approval. The Resource Officer deals with criminal conduct by students and interacts with
students as well as staff.
STEWARDSHIP/PARTNERSHIP
Paul Ellis and Sid Logan reported in this topic. Connie DiGregorio, Paul and Sid are meeting on
a regular basis to discuss possible shared cost saving ideas, possible sharing of personnel,
equipment, etc. The Hospital, Fire Department and School District met to formulate a procedure
for an alternate site for the Airlift helicopter to use when Hartz Field is occupied. All involved
have approved the procedure and the next step is a formal agreement between Airlift Northwest,
Arlington Public Schools and Cascade Valley Hospital. A grant was received by the City to
install the flashing beacons at crosswalks which will have a huge impact on walking safety. The
Hospital is providing a nurse to the City for annual flu vaccinations. Other examples are shared
vehicle maintenance, custodial/janitorial services and employee training.

MISCELLANEOUS EVENTS
School Board Member Kay Duskin commented on the Coaches vs. Cancer event at the AHS
basketball game. She also reported on the Relay for Life event which will include an electric
parade if permits are obtained. This is the 3`d year for the Relay for Life event in Arlington. Just
under $300,000 was raised in 2011 and the hope is to increase this amount in 2012.
NEXT JOINT MEETING
The next Joint Meeting is scheduled for April 30, 2012. The City will host.
