Mayor Larson called the meeting to order at 7:OOPM.
Steve Baker moved to approve the Agenda, and Marilyn Oertle seconded the motion, which passed with
a unanimous vote approving the Workshop Agenda.
WORKSHOP ITEMS — NO FINAL ACTION WAS TAKEN
Presentation to Council Regarding Utility Billing Issue
Public Works Director Jim Kelly noted some of the errors that need billing adjustment. He reviewed the
errors and answered Council questions and concerns.
Shoreline Management Plan
With the use of a power point presentation Natural Resources Manager Bill Blake reviewed the Shoreline
Master Plan (distributed at the meeting). He then reviewed answers to previous response questions and
answered Council questions. A Public Hearing is planned for November 7.
FEMA Floor Plain Regulations
Mr. Blake reviewed the FEMA Floodplain Regulations, giving the background of this fix for the Flood Plain
Regulations, distributing information and using a power point presentation to enhance his explanation.
Throughout the presentation Mr. Blake answered Council questions and concerns. This will be presented
for Public Hearing on November 7.
Arlington Advanced Manufacturing Park (aka Former Bayliner Site) — Binding Site Plan
Dedications and Easements
Associate Planner Todd Hall, along with Community Development Director David Kuhl, addressed the
upcoming Advanced Manufacturing Park project and the site, as it appears at this time. Mr. Hall gave a
history of the project, described the property, and spoke of plans for this property's use. Mr. Kuhl
addressed some of the problems encountered while attempting to make this property available as a future
manufacturing subdivision site. Throughout the presentation Mr. Kuhl and Mr. Hall answered Council
questions. Assistant to the City Administrator for Special Projects Paul Ellis added information to the
presentation.
Ordinance — Comcast Franchise Amendments
Assistant City Administrator Kristin Banfield noted that the Ordinance, as well as the Amendment, need to
be adopted. These will be presented November 7 for Council approval.

2012 Budget Workshop — Review TBD Formation Ordinance
Ms. Banfield reviewed the timeline for the formation of the TBD Ordinance. Discussion will also occur on
November 7 and 14, with action proposed to be taken on November 21. She then spoke to the proposed
increases in utility and property taxes. Throughout the presentation Ms. Banfield City Administrator
Johnson answered many Council questions, She then addressed the formation of a Transportation
Benefits District and its subsequent Board and answered Council questions.
