HomeMy WebLinkAboutSigned Minutes 10-17-11Minutes of the Arlington 1 City Council Meeting Council Chambers 110 East Third October 17, 2011 City Council Members Present by Roll Call: Dick Butner, Sally Lien, Marilyn Oertle, Linda Byrnes, and Steve Baker Council Members Absent: Chris Raezer City Staff Present: Mayor Larson, Allen Johnson, Kristin Banfield, Paul Ellis, Jim Chase, Police Officers Rory Bolter and Jason Rhodes, Fire Chief Bruce Stedman, Firemen Tom Cooper and Doug Schmidt, Jim Kelly, Eric Scott, Linda Taylor, David Kuhl, Bryan Terry, Cristy Brubaker, Kurt Patterson, Elizabeth Chamberlin, Monica Schlagel, Roxanne Guenzler, Julie Good, Jeff Pitman, Sherri Phelps, Debbie Strotz, Jan Bauer, Steve Peiffle — City Attorney Also Known to be Present: Walt Riebe, Jim Rankin, Ken Klein, Vickie Solla, Barbara Tolbert, Gale Fiege — Everett Herald, and Craig Christiansen Mayor Larson called the meeting to order at 7:OOPM, and the pledge of allegiance to the flag followed. APPROVAL OF THE AGENDA Steve Baker moved to approve the Agenda. Marilyn Oertle seconded the motion which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS John Miller and Tara Duff - Stillaguamish Tribe of Indians John Miller and Tara Duff from the Stillaguamish Tribe of Indians spoke of the past partnership the Tribes had with the City of Arlington on a recent paving project. He then presented the City with $100,000 for the upcoming Stillaguamish Avenue road improvement. PUBLIC COMMENT There was no one in the audience who wished to speak to matters not on the Agenda. CONSENT AGENDA Steve Baker moved and Marilyn Oertle seconded the motion to approve the Consent Agenda which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the October 3 and 10, 2011 meetings 2. Accounts Payable Electronic Payments and Claims Checks #74853 through #74967 dated October 4, 2011 through October 17, 2011 in the amount of $520,030.01 3. Street Closure for Events on October 29 and November 5 UNFINISHED BUSINESS There was no Unfinished Business. Page 1 of 2 Minutes of the City of Arlington City Council Meeting October 17, 2011 NEW BUSINESS Naming of Graafstra Park Assistant to the City Administrator for Special Paul Ellis stated that 31 park name suggestions had been submitted. He stated that the PARC had decided on name Country Charm Park and Conservation Area. Discussion followed. Marilyn Oertle moved to approve the name Country Charm Park and Conservation Area for the property. Sally Lien seconded the motion that passed with a unanimous vote. Authority for Mayor to Sign Grant Contract with Dept Of Commerce for Legion Park Restrooms_ & Authority to Bid Off the Small Works Roster Paul Ellis noted that all of the $159,000 funding had been procured for the Legion Park Restrooms, and that total involves no City money. Approval is dependent on the City Attorney's approval. Marilyn Oertle moved to authorize the bid process and authorize the Mayor to sign the contract pending approval of the City Attorney. Sally Lien seconded the motion that passed with a unanimous vote. City of Arlington-Stillaquamish Tribe Contract for Joint Maintenance Work on Stillaguamish Avenue Public Works Director Jim Kelly spoke to the contract between the Stillaguamish Tribe and the City of Arlington. Dick Butner moved to approve and authorize the Mayor to sign the contract between the Stillaguamish Tribe and the City of Arlington for the Stillaguamish Avenue Overlay Project, pending final review by the City Attorney. Sally Lien seconded the motion that passed with a unanimous vote. 2012 Budget Workshop City Administrator Allen Johnson presented the 2012 Budget Revenue & Expenditure Options for October 17, 2011. Assistant City Administrator Kristin Banfield summarized the proposed cuts and suggested revenues. Finance Director Jim Chase then presented the options for increasing City revenue including the proposed TBD. Throughout the presentation Mr. Chase answered Council questions and addressed Council comments. A lengthy discussion occurred with the clarification of Council members' questions. Linda Byrnes addressed the Council budget stating that she would like to see Council members also take a cut in their budget that salaries and benefits. Sally Lien asked that this discussion be tabled for the next Council Workshop meeting. MAYOR'S REPORT Mayor Larson gave a report on activities she had recently attended. COUNCIL MEMBER REPORTS — OPTIONAL Marilyn Oertle, Linda Byrnes, and Steve Baker gave brief reports, while Dick Butner and Sally Lien had nothing to report at this time. EXECUTIVE SESSION City Attorney announced that there would be no need for an Executive Session. ADJOURNMENT With no further business to come before the Council, the meeting was adjourned at 8:26PM.
